Planning Commission Minutes
June 12, 1996

Members Wietecki and Sandstrom asked for details regarding the plant size for the screen
along the parking lot.

Member Wietecki asked for details regarding the signage plan.

Murial Grooden, 2888 North Sheldon, stated there was no shrubbery on the north side of
the structure. She expressed concern regarding the noise from the HV AC.

Members Wietecki and Cunningham discussed air conditioning and noise generated by
roof-top equipment.

Member Wietecki asked that the distance from County Road C2 be increased to reduce
the amount of noise is heard from the housing on the north side of C2.

Member Sandstrom suggested that the HV AC equipment be placed on the south side of
the gymnasium.

Martin Traylor, 2896 North Albert, expressed concern about the planting and screening of
the parking lot. Mr. Trainer also expressed concern regarding the ability of church
vehicles and church attendees to park on County Road C2 from Sheldon to Hamline
obscuring the right turn lane. He stated he was opposed to the 40 ft. height of the church.

Leonard Lasko, owner of a duplex along County Road C2, expressed concern with the 80
percent opaque screening, preferring instead a fence to stop cut-through traffic. He stated
he was not opposed to the site plan with the exception of the need for fencing along the
west property line. He asked that a time limit be placed on 5 ft. evergreens to be in place
within 3 years.

Ama Traylor, 2896 Albert, expressed concern with property values and objected to the
height variance, especially as seen from County Road C2. She stated the privacy from
the duplexes will be destroyed and that the churches have done poor landscaping in the
past. She asked for flowering crabs, lilacs, and ash trees.

There were no further comments. Chairman Keith Wietecki closed the public hearing.

Member Cunningham stated he was concerned with the landscaping plan south of the
duplexes. Any trees placed for screening should be large and should be a condition of the
variance, and the neighbors should be involved in review ofthe landscape plan. Fencing
along this property line should help control pedestrian traffic. Chairman Wietecki added
that the power lines along the south side of County Road C2 could limit the tree height.

10
