Planning Commission Minutes
June 12, 1996

Mr. Falk explained that the platting is proposed to combine 4 small lots into 1 major lot
and to vacate the easements on the site. Currently there is an easement for sidewalks on
the 3 platted lots that would be vacated and replaced by sidewalk along Hamline Avenue.
Mr. Falk explained that the neighboring property owner who owns the office building
across Centennial Drive from the site, objects to the vacation of the easement. The staff
recommended that no comprehensive plan amendment, conditional use permit or
rezoning are to accomplish the establishment of the church and the accessory parking on
site. The staff also recommended approval of the preliminary and final plat and approval
of the 16 1/2 ft. variance. The staff noted that the church architect has added additional
screening of the parking from the north, moved the church building to the east, used the
tree master plan for trees along the boulevard, created landscape parking islands within
the parking lot, and created traffic visibility triangles along all comers. The staff
recommended approval with 3 resolutions:

1) A resolution which states that a conditional use permit and a comprehensive plan
amendment and/or rezoning is not necessary for this use.

2) Approval of preliminary and final plat with conditions.

3) Approval of a variance with a listing of the practical difficulties similar to other
varIances.

Chairman Wietecki asked if the proposal met the city's landscape criteria (Yes). He
asked ifthe project met the design standards (Yes, the the plan did not illustrate enough
detail). He asked if the project met the sign standards (Yes).

Member Sandstrom asked for details regarding the 80 percent opaque fencing and for
details regarding the walkway easement in comparison to the Hamline Avenue right-of-
way.

Steve Slotthauer, architect, representing the church and Dennis Batty and Associates,
Architects, clarified the variance request for the 400 seat sanctuary with a sloping roof.
He stated only the spire area is above the 30 ft. height limit and it will be used for
equipment storage. The seating in the church sanctuary is below grade by up to 3 ft. from
County Road C2 elevations.

Member Sandstrom asked for details regarding the storm pond design. Engineer
McCombs responded that Rice Creek is reviewing the design requiring a 4 1/2 to 5 ft.
depth with a 1 ft. bounce.

9
