<br />Planning Commission Minutes <br />June 12, 1996 <br /> <br />Mr. Falk explained that the platting is proposed to combine 4 small lots into 1 major lot <br />and to vacate the easements on the site. Currently there is an easement for sidewalks on <br />the 3 platted lots that would be vacated and replaced by sidewalk along Hamline Avenue. <br />Mr. Falk explained that the neighboring property owner who owns the office building <br />across Centennial Drive from the site, objects to the vacation of the easement. The staff <br />recommended that no comprehensive plan amendment, conditional use permit or <br />rezoning are to accomplish the establishment of the church and the accessory parking on <br />site. The staff also recommended approval of the preliminary and final plat and approval <br />of the 16 1/2 ft. variance. The staff noted that the church architect has added additional <br />screening of the parking from the north, moved the church building to the east, used the <br />tree master plan for trees along the boulevard, created landscape parking islands within <br />the parking lot, and created traffic visibility triangles along all comers. The staff <br />recommended approval with 3 resolutions: <br /> <br />1) A resolution which states that a conditional use permit and a comprehensive plan <br />amendment and/or rezoning is not necessary for this use. <br /> <br />2) Approval of preliminary and final plat with conditions. <br /> <br />3) Approval of a variance with a listing of the practical difficulties similar to other <br />varIances. <br /> <br />Chairman Wietecki asked if the proposal met the city's landscape criteria (Yes). He <br />asked ifthe project met the design standards (Yes, the the plan did not illustrate enough <br />detail). He asked if the project met the sign standards (Yes). <br /> <br />Member Sandstrom asked for details regarding the 80 percent opaque fencing and for <br />details regarding the walkway easement in comparison to the Hamline Avenue right-of- <br />way. <br /> <br />Steve Slotthauer, architect, representing the church and Dennis Batty and Associates, <br />Architects, clarified the variance request for the 400 seat sanctuary with a sloping roof. <br />He stated only the spire area is above the 30 ft. height limit and it will be used for <br />equipment storage. The seating in the church sanctuary is below grade by up to 3 ft. from <br />County Road C2 elevations. <br /> <br />Member Sandstrom asked for details regarding the storm pond design. Engineer <br />McCombs responded that Rice Creek is reviewing the design requiring a 4 1/2 to 5 ft. <br />depth with a 1 ft. bounce. <br /> <br />9 <br />
