Planning Commission Minutes June 12, 1996 Member Sandstrom suggested that a conditional use permit could provide further compliance with the code and the permits. Member Wietecki stated that a conditional use permit does not give more protection to the neighbors. A general discussion ensued regarding enforcement procedures. Member Rhody stated that he liked the designs for the building, and that the access could be dealt with; parking on County Road C2 can be managed, but he expressed a concern with the landscaping. Chairman Wietecki stated that the 5 ft. screen with 80 percent opacity should be completely in place within 3 years of planting. Member Rhody stated that, in addition to the screening, pedestrian passage through the area should be prohibited with hedges or fencing. Member Sandstrom suggested that a fence, in addition to shrubbery, would solve a part of the problem. Member Wilke suggested that the owners of the duplexes and the church should come to some agreement on how to screen the parking areas. MOTION: Member Wietecki moved, seconded by Member Sandstrom, to recommend approval of the draft resolution as submitted by the staff to approve the preliminary and final plat with the conditions listed in the draft resolution #PC 6/10/96b.
