The house <br />will have a full block basement, but the house may be lowered on the south side of the <br />site providing for better drainage from south to north. <br /> <br />Nathan Quanbeck, 2953 Fairview, stated he had no objection to the project, and that <br />Westlund is a skilled contractor and asked for details about the design ofthe structure. <br />Mr. Westlund responded that the house will remain an English Tutor with steep roofs and <br />stucco exterior. The interior will have maple floors, wood trim and will be upgraded with <br />all major systems. He estimated that the house will sell for approximately $160,000. <br />There was no further comment. <br /> <br />Chairman Keith Wietecki closed the public hearing. <br /> <br />MOTION: Member Sandstorm moved, seconded by Member Wilke, to recommend <br />approval of David Westlund's request for relocation of a dwelling unit from Parker and <br />Lexington Avenue to 2961 Fairview Avenue subject to the following conditions: <br /> <br />1. <br /> <br />Compliance with building codes prior to the issuance of a Certificate of <br />Occupancy. <br />Construction of a driveway turnaround. <br />Satisfaction of outstanding assessments for storm sewer. <br />Written consent and approval of at least 50% of property owners within 250 feet <br />of relocation. <br /> <br />2. <br />3. <br />4. <br /> <br />Ayes: <br />Nayes: <br /> <br />Cunningham, Rhody, Wilke, Thein, Sandstrom, Wietecki <br />None <br /> <br />6(b) Planninl: File 2817: An ordinance amending the Roseville City Code by <br />amending Chapter 1101 and 1103 to add minimum roadway standards. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Assistant City <br />Engineer, Jake Kennedy, to provide a background report as per his staff report of June 12, <br />1996. Mr. Kennedy explained that the ordinance was proposed to create a consistent <br />standard with a 32 ft. standard street, but if it is not practical, it may be reduced as per the <br />street policy to a minimum of 24 ft. with no parking. He noted that parking restrictions <br />would be based on street width. He noted that an item not in the ordinance is the <br />provision for islands in the cul-de-sacs. The fire department recommends no barriers <br />within the cul-de-sacs. Chairman Wietecki explained the need for degrees of safety. <br /> <br />7 <br />
