<br />Planning Commission Minutes <br />June 12, 1996 <br /> <br />Member Sandstrom asked for details regarding the islands. <br /> <br />Member Wilke asked for details regarding the width of the road and the cul-de-sac. <br /> <br />Member Cunningham asked if an 80 ft. width of a cul-de-sac was adequate or whether it <br />would require a fire vehicle to back up. <br /> <br />Member Rhody asked if there would be parking restrictions within the cul-de-sac. Mr. <br />Kennedy responded that there are parking restrictions when islands are present. <br /> <br />Member Sandstrom asked whether a 28 ft. road is appropriate for parking (No). <br /> <br />MOTION: Member Wietecki moved, seconded by Member Cunningham to recommend <br />an ordinance amending Roseville City Code by amending Chapter 1101 and 1103 to add <br />a minimum roadway standards language and with a condition of language regarding cul- <br />de-sac design and the authority to create parking restrictions within the cul-de-sac. <br /> <br />Ayes: <br />Nayes: <br /> <br />Cunningham, Rhody, Wilke, Thein, Sandstrom, Wietecki <br />None <br /> <br />6(g) Planninl: File 2834: Dennis Batty/Roseville Covenant Church request for <br />preliminary and final plat approval, vacation of utility, drainage, and walkway easements, <br />and a 16 1/2 ft. height variance from the R -1 zoning district requirement of 30 ft. for their <br />proposed building at 2865 Hamline Avenue North. <br /> <br />Chairman Keith opened the public hearing and requested Michael Falk to provide a <br />background report as per the staff written report of June 12, 1996. Mr. Falk listed the <br />issues related to the site and the approvals necessary. He noted that the site is a 4.5 acre <br />site with a 30,300 sq. ft. building of brick. He stated the concern from the neighbors <br />regarding access. Access will be on Centennial Drive. There will be none on County <br />Road C2 and Hamline. There is also concern regarding the runoff and the ponding which <br />will be constructed in the green space to the west of the church. In addition, there was <br />concern regarding parking which is established at 1 space for every 2.2 seats in the <br />church; whereas, the code requires 1 space for every 3 seats in the church. <br /> <br />Mr. Falk explained the height variance. A maximum of30 ft. of height is required. The <br />proposal includes a 46 1/2 ft. spire and raised roof for acoustical, HV AC, and lighting <br />purposes. Mr. Falk explained this was similar to the Roseville Lutheran and Calvary <br />Baptist variance requests for additional height. <br /> <br />8 <br />
