<br />Planning Commission Meeting Minutes <br />July 10, 1996 <br /> <br />6(f) Planning File 2844: Starbucks/Fairdale Investors request for a conditional use <br />permit for a coffee kiosk at 2305 Fairview Avenue. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested City Planner Michael <br />Falk to provide a background, verbal summary based on the staff report dated July 10, <br />1996. <br /> <br />Mr. Falk explained that the proposal is to construct a 1600 square foot coffee kiosk on an <br />island in a parking lot within the Fairview Shops located at 2305 Fairview Avenue. He <br />stated the building would match the brick exterior and stucco detailing of the existing <br />Fairview Shops and there would be an outdoor patio. The proposal would reduce the <br />number of parking spots available in this portion of the Fairview Shops parking lot by 4 <br />from 228 to 224 spaces. The parking lot is currently underused. Starbucks would use <br />this site at off-peak times in the early morning and late afternoon. There is no drive- <br />through. The site is zoned Bib and requires a conditional use permit for a restaurant. <br />The staff has reviewed the conditional use permit requirements and finds no negative <br />impact. City Engineering has reviewed the proposal and requests that the parking lot <br />isles have at least a 16 ft. width, and be one-way, and that the ADA ramping requirements <br />be complete, and that the final plan be contingent upon completion of a landscape plan <br />and review by the city staff. <br /> <br />Member Wilke asked if the sanitary sewer and water would be required and would there <br />be the necessary permits (Answer: Yes). <br /> <br />There were no comments from the public. Chairman Wietecki closed the hearing. <br /> <br />MOTION: Member Wietecki moved, seconded by Member Harms, to recommend a <br />Draft Resolution PC711 O/96f with 5 conditions: <br /> <br />1. That the parking aisle on the southeast side of the building be restructured for <br />angled parking and be one-way with a minimum width of 16 feet; and that the <br />signage be provided to indicate that the drive aisle is one-way only. <br /> <br />2. That the proposed pedestrian ramp meet ADA and City requirements. <br /> <br />3. That a landscape plan be submitted and reviewed by the City planning staff. <br /> <br />4. That all drawings dated 6-4-96 are considered part ofthe conditional use permit. <br /> <br />5. That violation of the terms and conditions of the Conditional Use Permit shall be <br /> <br />13 <br />
