<br />Planning Commission Meeting Minutes <br />November 13, 1996 <br /> <br />Falk noted staff recommends approval with 6 conditions because the vacation <br />will allow new improvements and new tax base. <br /> <br />1. That the appropriate utility easements be granted subject to staff <br />approval. <br />2. That the required deferred assessments be paid. <br />3. That concrete curb and gutter be installed around the perimeter of the <br />existing and new parking areas. <br />4. That the entrance to the County Road C-2 right-of-way, from Long Lake <br />Road, be closed with concrete curb and gutter. <br />5. That the applicant provide an emergency overflow to the proposing <br />ponding in the southeast corner of the property. <br />6. That the landscape plan, as proposed, be augmented with boulevard tree <br />planting consistent with the Street Tree Master Plan. <br /> <br />The staff also recommended the Planning Commission rescind the original <br />resolution and that the new resolution have a specific time limit by which the <br />improvements must be made. <br /> <br />Stephan Helgason, architect, noted the client has accepted the City conditions <br />and Rice Creek Watershed has approved. The proposal should be looked at as <br />a 2-3 year improvement and a 1 year time limit may be difficult to meet. <br /> <br />Gary Lee, representing Chesley Truck Sales, stated that the right-of-way to be <br />vacated provides parking for 80 employees. There is no parking on their site for <br />80 employees. Chesley will lose employee parking spaces and the gravel <br />surface it had added to the site for its use. <br /> <br />Commissioner Sandstrom asked how many sites (stalls) on the Chesley site are <br />available for employees and customers. Mr. Lee responded that there are 25 <br />total spaces. Falk noted that Chesley has grown in recent years and has not <br />added parking, but has added truck display and parking. Lee noted that <br />Chesley, at one time, used a portion of the Mack Truck parking lot. <br /> <br />Commissioner Harms asked if there was space north of Chesley site for parking. <br />(Lee responded no parking was available). Jay Kennedy noted that "C-2" is not <br />signed for "no parking" but that parking may create traffic hazards. The site that <br />Mack would improve was not previously approved for Chesley parking. <br /> <br />3 <br />
