Chairperson Wietecki closed the hearing. <br />Chairperson Wietecki stated the project has changed within the market from <br />office buildings to high-tech flexible buildings. <br />MOTION: <br />Chairperson Wietecki moved, second by Member Wilke, to <br />recommend approval of the preliminary plat concept and PUD concept. <br />The motion passed 6-0. <br />Ayes: Cunningham, Rhody, Wietecki, Harms, Wilke, Thein <br />Nays: None <br />6(c)Planning file 2890. <br /> NSP request for an interim use permit to allow for <br />installation of a seasonal wood grinder to create wood chips for Ramsey <br />County on County land located at Kent Street, north of Larpenteur <br />Avenue. <br />Chairman Wietecki excused himself from the meeting citing potential conflicts of <br />interest. <br />Acting Chairperson Harms opened the hearing and requested Dennis Welsch to <br />present a verbal summary of his written report of 4/9/97. <br />Acting Chairperson Harms asked if NSP had added chips to the Dale Street <br />mulch site. Member Rhody noted that chips are currently available at ā€œCā€ and <br />Dale. He expressed concern about fencing, gates and locking. <br />Member Thein suggested that if conditions dictate, emergency times should be <br />available. <br />Greg Groenjes, NSP, stated the site is locked and gated. There is a site at the U <br />of M, St. Paul Campus and in other cities throughout the region. This is an <br />excellent site because chips can be distributed throughout Ramsey County. <br />Member Rhody asked if NSP has a drop-off site? <br />Greg Groenjes said NSP does not do this without City assistance and proposed <br />drop off in Roseville twice per year? NSP prefers not to have public on site. <br />NSP can deliver at a cost to the resident. <br />Acting Chairperson Harms asked if a drop off site could be arranged? <br />3 <br />
