Member Cunningham asked if NSP would agree to grind County materials? <br />(Yes, in addition to NSP trimmings.) <br />Member Wilke asked if there will be designated drop off times during the year? <br />(NSP will review a schedule with the City.) <br />Member Cunningham asked for clarification on how the maintenance is done by <br />the City? Can the City contribute to the chipping/grinding operation? <br />Comments from the public were invited by the Commission. <br />Gene Auk, 5116 Glenwood Avenue, asked whether the noise will go beyond <br />350'. Ramsey County has taken down a huge berm of soil. The backing and <br />dumping noises at the Ramsey County site are noticed by the neighbors. He <br />expressed concern about 82 decibels. Why do it now? Why not use their other <br />locations? Could the berm on the Ramsey County site be rebuilt to a 15" <br />height? Ramsey County burns at this site. At times it burns for two straight <br />weeks. He is concerned about the noise on the site. <br />Acting chairperson Harms asked if NSP can require Ramsey County to cease <br />burning and creating dust? (No.) <br />Gene Auk, asked NSP to explain the advantages of this site. Why use this site <br />instead of the U of M site? <br />Greg Groenjes, NSP, explained that Ramsey County has requested NSP to use <br />this site for its chip grinding operation. The 82 decibel noise levels were <br />measured at 50 feet; NSP will measure noise in the yards of residents. <br />Acting Chairperson Harms suggested that staff find other information on sites. <br />Member Wilke asked how does the City get Ramsey County involved in the <br />process? <br />Member Thein expressed concern about contract language. Ramsey County <br />should be contacted about problems they have created. <br />Keith Wietecki, Farrington Ct, stated that Ramsey County will return to the City <br />for interim use permit approval for the site and its household hazardous waste <br />site annual permit. The City should encourage the County to clean up the site. <br />Member Rhody suggested that staff should notify the neighborhood of the <br />household hazardous waste operation permit review in the fall and contact the <br />4 <br />
