Ramsey County Commissioner. <br />There was no further public comment. <br />Acting Chairperson Harms closed the hearing. <br />Acting Chairperson Harms summarized that the NSP request was a good use of <br />the site with limitations, but only for 13 days per year. <br />MOTION <br />:Acting Chairperson Harms moved, second by Member Wilke to <br />recommend approval for an interim use permit to allow for installation of a <br />seasonal wood grinder to create wood chips with the following conditions: <br />A.The number of days of use shall not exceed twelve times per year, nor <br />more than two days in any month. Hours for grinding, loading, and <br />hauling of chips shall be 7:00 a.m. to 6:00 p.m. weekdays only. When <br />not in operation the site shall be gated. <br />B.Wood stockpiles shall be a maximum of ten feet in height and sit no <br />longer than 120 days. <br />C.Chip stockpiles shall be a maximum of ten feet in height. <br />D.The applicant shall supply the City with a letter from the Minnesota <br />Pollution Control Agency stating that the noise levels of the grinding <br />machinery, carrying belts, loading and hauling equipment, (when all <br />are in operation), do not exceed MnPCA noise standards, or are <br />exempt from such standards. <br />E.The City and its residents may dispose of limbs at the site at times, <br />(at least two times per year), designated by NSP and approved by <br /> the City. <br />F.The permit shall be reviewed annually in August prior to renewal of the <br />County/NSP agreement in September of each year. <br />G. Add emergency days, approved by the City Manager. <br />H. The gates are to be locked at the site. <br /> I.
