PUBLIC HEARINGS:
(Member Cunningham arrived at the meeting)
6a.Planning File 2925.
Request for a Variance from Section 016.16A, of the
City Code, by Stuart Sellars and Carole Wedel Sellars, to reduce the
setback from the ordinary high water level (OHWL) of Lake Josephine
from 75' to 20' for the purpose of replacing an existing accessory building
with an addition to the dwelling in an R-1 Zoning District, located at 1199
Josephine Road.
Chairperson Wietecki opened the hearing and requested a project background
summary from Kim Lee, City Planner. Based on her written report of August 13,
1997, she explained the setbacks and proposed removal of accessory
structures. The proposed house addition would be set back 6 feet further from
the lake than the existing non-conforming cabin. Staff recommended approval of
a 53' shoreland setback variance and findings for the variance, provided the
accessory structure is removed.
Chairperson Wietecki asked if the impervious surface and the accessory
structure could remain as non-conforming in perpetuity (Yes).
Stuart Sellars, owner, stated more concrete patio will be removed (50 s.f.) than
will be reconstructed. Sellars would not remove the non-conforming accessory
structure if the house renovation variance is denied.
There were no questions or public comments.
Chairperson Wietecki closed the public hearing.
Motion:
Member Wietecki moved, seconded by Member Mulder, that the
hardship does exist and recommended City Council approval of the request for a
variance to reduce the setback from the OHWL of Lake Josephine to 22 feet and
a variance to allow the continuance of an impervious lot coverage of 70 percent
at 1199 Josephine Road W., based on the findings outlined in the staff report of
August 13, 1997.
The motion carried 5-0.
On a roll call vote, those voting in favor were: Wietecki, Mulder, Cunningham,
Wilke, Thein; those voting against were: None
6c.Planning File 2924.
Request for a Variance from Section 1009.08B, of
the City Code, by Vision World, to allow the placement of a second pylon
or ground sign in a B-4 zoning district, located at 2277 West Highway 36,
Roseville.
Chairperson Wietecki opened the hearing and requested City Planner Kim Lee
2
