foot parcel into two parcels in an R-1 zoning district, located at 1742 Alta <br />Vista Drive, Roseville. <br />Chairperson Wietecki opened the hearing, requested a project background <br />summary and asked for public comment. (None) <br />Chairperson Wietecki closed the public hearing. <br />Motion: <br /> Member Harms moved, seconded by Member Wilke to recommend <br />denial of the request, by Robert Skundberg, for a Variance from Section <br />016.16A, of the City Code, based, on the following findings: <br />1.A utility servicing plan for the new parcel showing the location of <br />the sanitary sewer connection, ten foot sanitary sewer easement <br />across the western parcel, and water connection has not been <br />provided by the applicant; <br />2.Written permission from Ramsey County for a driveway on to Dale <br />Street North from the new parcel (eastern portion of lot) has not <br />been provided by the applicant; <br />3.Written documentation from a soils engineer, including a soil <br />borings report, that the new parcel is suitable for construction, or <br />identifying what remedies are need to correct the soils, has not <br />been provided by the applicant; <br />4.Without the additional requested information, staff is unable to <br />determine whether the proposed variance from the lot area and <br />width requirements is in harmony with the general purpose and <br />intent of the City’s Comprehensive Plan and Title 10 of the City <br />Code (Zoning); <br />5.The creation of a new parcel that may not be buildable because of <br />utility, soils and access issues is not in harmony with the general <br />purpose and intent of the City’s Comprehensive Plan and Title 10 <br />of the City Code (Zoning); and <br />6.The creation of a new parcel that may not be buidable because of <br />utility, soils and access issues will adversely affect the public <br />health, safety or general welfare. <br />The motion carried 6-0. <br />6b.Planning File 2944. <br />Request for rezoning of a 2.62 acre parcel from an <br />2 <br />
