Comprehensive Plan designated the site as medium and high density <br />residential. The zoning is R-1 single family residential. <br />The proposal is for two 30-unit (27 2-bedroom and 3 1-bedroom units) multi- <br />family buildings. The first building (Phase I) will be a condominium, the second <br />(Phase II) will be a rental building for seniors. The wetland on the site will be <br />retained and mitigated. Parking for seniors in the buildings may be designated <br />with “proof of parking”. <br />Chairperson Keith Wietecki asked how the Phases will be developed. <br />John Mathern, Mendota Homes, explained the land configuration and the <br />aggregation of Phase I and II land. Phase II (a paved parking lot) drains to and <br />creates a wetland expansion on Phase I for 25 years. Mathern explained the <br />City of St. Anthony zoning which is currently industrial, but is likely to change to <br />residential. <br />Mathern explained the design details and the owner of the two parcels to the <br />north of Phase II. He described the Rice Creek Watershed plan approval he is <br />seeking. <br />Chairperson Keith Wietecki asked about timing on residential parcels to the <br />northwest; Mathern explained that he will work with the residents’ time frame. <br />Ray Mliner, 3153 Old Highway 8 (lives in Executive Manor Condominiums) <br />asked when construction will begin (February 1998). He asked about the <br />notification process and Phase II hearings. He said Phase II will impact his site <br />more directly. <br />Dorothy Ohnsorg, 2523 Maple Lane, did not get a notice and feels that this <br />changes the entire neighborhood. She stated Phase II is too dense and should <br />not be developed at this time. She prefers rehearing Phase II. <br />Member Harms stated that because of the notice, Phase II should come back as <br />a separate project. Member Rhody concurred. Phase II should have <br />renotification and action should be withheld on Phase II. <br />Chairperson Keith Wietecki suggested taking action only on Phase I because of <br />notification process and need for further details. <br />Ray Milner, 3153 Old Highway 8, Executive Manor, stated that he was not <br />notified properly of Phase I or Phase II. <br />Chairperson Wietecki closed the hearing. <br />3 <br />
