Member Harms stated she was supportive of Phase I, reducing the parking. <br />Motion: <br /> Member Harms moved, seconded by Member Wilke, to recommend <br />approval of Phase I only and with a condition of proof of parking and findings of <br />3.1 in staff report. <br />Chairperson Wietecki asked Jay Kennedy to review the process with Rice Creek <br />Watershed. <br />Motion carried 5-0. <br />Council Member John Goedeke asked the staff to review the drainage tiles in the <br />area. <br />6d.Frederick Chute request for a variance at 2416 Lexington Avenue N. <br />Chairperson Keith Wietecki opened the hearing and asked Kim Lee to provide a <br />summary of the written report dated December 10, 1997. <br />Kim Lee explained the options and hardships for adding a garage. The solution <br />Mr. Chute proposed requires side and rear yard variances. Kim Lee explained <br />the architecture. <br />Kim Lee listed the hardships of grade, trees, older home and others (as per staff <br />comment in 3.1). Staff recommended approval with findings as per staff items <br />delineated in section 3.1 of the staff report. Paved drive and screened turning <br />movements will be required. <br />Mr. Fred Chute, 2416 Lexington Avenue North, explained the age of the home; <br />the location of the house on the old farm site makes alternatives difficult. <br />Chairperson Wietecki asked for clarification regarding the north side fencing. <br />Member Rhody asked about the adjoining housing to the south and potential <br />problems along this property line may be the same. <br />No comments were offered by the public. The Planning Commission did receive <br />a letter from the adjoining neighbor to the north objecting to the proposal. <br />Motion: <br /> Member Mulder moved, seconded by Member Harms, to recommend <br />approval as per Item 3.1 of the staff report dated December 10, 1997. <br />Motion carried 5-0. <br />4 <br />
