7a.Planning File 2973. James Olson (K and A Construction) request for <br />sketch plan review for a proposed residential planned unit <br />development on Millwood Avenue. <br />Dennis Welsch provided a review of the sketch plan of 14 townhomes on 2.5 <br />acres. <br />Mr. Olson described his interest in the site for townhomes. <br />Member Katie Harms asked for details of the project on Vadnais Heights site. <br />Member James Mulder asked for alternatives to the current density design. <br />Chairperson Keith Wietecki noted Vista 2000 and the Comprehensive Plan and <br />suggested that because of the Comprehensive Plan it would be difficult to <br />approve a townhouse project on this site. The Plan zoned and planned for <br />single family. <br />John Yannish, a resident property owner across from the site, stated he was <br />concerned (opposed) and he submitted a petition opposing the project. <br />Member Harms stated she was supportive of townhomes, but that they did not <br />belong on this neighborhood site, but in other areas in Roseville. <br />Wayne Takeshide, resident at 986 Lydia, asked what the demand for the slab- <br />on-grade townhomes was in Roseville. He asked for a definition of “empty <br />nester”. He asked for clarification of the notification and whether a <br />neighborhood impact statement will be required. Will the environmental study <br />cover wetland impacts to the west. <br />Dave Petre, 987 Lydia, stated the densities, asked for details regarding findings <br />for rezoning. The site is 2.5 acres with a .2 acres of streets, and would have a <br />density of approximately 6 to 8 units per acre. <br />6b. Planning File 2958. Patricia Halverson (NIPS, Inc.) request for a <br />comprehensive plan amendment to change the designation of a .54 acre <br />parcel from Business to High Density Residential at 2075 Snelling Avenue <br />North. <br />Chairperson Keith Wietecki opened the hearing and requested a summary of the <br />request and staff report dated December 10, 1997. Kim Lee explained the <br />change from Business to Medium Density Residential. Staff recommended <br />approval of the Comprehensive Plan change with conditions. <br />5 <br />
