Chairperson Keith Wietecki asked what will be built on the proposed medium <br />density residential area (comparable to what is on adjacent site). <br />Member James Mulder asked for details regarding the site plan and north <br />parking lot. <br />Steve Halvorsen explained the parking lot was installed with the apartment. <br />No public comment was offered. The hearing was closed. <br />Motion: <br /> Member Rhody moved, and Member Wietecki seconded, to recommend <br />approval as per the recommendation of the staff (report dated December 10, <br />1997) as follows: <br />Recommend 1) approval of a Comprehensive Plan Amendment and 2) <br />approval of a minor subdivision to be reaffirmed by the Council, with the <br />following provisions: <br />(1)A 20-foot wide private utility easement for water service must be <br />dedicated in the appropriate location within the .54 acre parcel <br />being transferred; <br />(2)A 20-foot wide access easement for public safety protection must <br />be dedicated through the McDonald’s parking lot in a location <br />approved by the City. <br />Motion carried 5-0. <br />Member James Mulder commented that he was concerned about miscellaneous <br />storage of vehicles and boats on the Playland site. <br />Member Mulder noted that some of the materials appeared to be abandoned <br />materials. He asked the staff to review the storage problem. <br />Member Douglas Wilke asked for details regarding the access easement from <br />the east to the site. <br />Member Harms noted the apartment area roads are very tight and access may <br />be difficult. <br />6c.Planning File 2963. Bradley Real Estate, Inc., a request for approval <br />of a concept development plan for a planned unit development <br />(upgrade of Roseville Center, former Fina Petroleum parcel, and <br />former Margolis Nursery parcel). <br />6 <br />
