Drainage cannot be <br />directed to adjacent properties to the north or west. <br />2.Construction easements will be required from the adjacent property <br />owners in order to remove the existing steel building and construct the <br />addition. <br />3.The north and west walls of the addition must be fire rated walls with no <br />openings (windows or doors). <br />Motion carried 6-0. <br />Chairperson Wietecki asked to defer 7a (Report on Home Occupations Study). <br />7b.Planning File 2986. Sketch Plan Review, Charles Cabinet Company (Jim <br />and Deb Scheier) - Proposed expansion of non-conforming use at 3090 <br />Cleveland Avenue North. <br />Chairperson Wietecki described the sketch plan review process. <br />City Planner Kim Lee reviewed the proposal of Jim and Deb Schrier. There is a <br />home, a rental home, and a cabinet business on the site. The business is a non- <br />conforming use and the structure is non-conforming. The zoning is R-1. She <br />explained the Comprehensive Plan designation for the site as low density <br />residential. <br />Chairperson Wietecki asked what type of zoning this would be (Light Industrial). <br /> Even a PUD would have to carry an industrial use within an R-1 area. <br />Jim and Deb Scheier, 3090 Cleveland Avenue, noted that in their cabinet making <br />shop, finishing and painting is done off-site. There were four employees when <br />he bought the business, now there are nine employees. Sales have doubled in <br />the last eight years, but now he must turn business away. The building size is <br />inhibiting the expansion of the business; space is needed to lay out the projects. <br /> The jobs are getting much larger. <br />Jim Scheier stated he owns two houses. He visited 100 homes within the <br />adjoining neighborhood; 78 signed a petition of support. The building does have <br />footings to support the new building and be sprinklered. The shop is felt to be in <br />a “transitional” area of Roseville. They propose an exterior designed to look like <br />a residence.
