10.All activity allowed under this interim use permit will be completed by <br />December 31, 2000. The interim use permit may be revoked prior to this <br />date for noncompliance with the conditions. <br />Dan Soler and Bob Payne, Ramsey County, presented a video tape of a <br />crushing operation in South St. Paul. <br />Chair Wieticki asked if Ramsey County has identified an ultimate use for this site <br />(Dan Soler could not answer), how the crushed concrete was to be used (new <br />concrete mix, not base material), and what the timelines are for the project <br />(completed in 2000). Dan Soler stated that the County would like to reuse the <br />material because it is has held up well, will make usable aggregate, re-using the <br />material ties into the County’s reduce-reuse-recycle policies, and being able to <br />crush and mix on this site will save Ramsey County and its taxpayers <br />approximately $500,000. <br />Commissioner Wilke asked what would happen if five days of mixing were not <br />enough. Mr. Soler replied that the contractor would need to make other <br />arrangements. <br />Commissioner Rhody asked if any material would be left at the end of crushing <br />and mixing activities. Mr. Soler replied that there doesn’t have to be, as any left <br />over material could be removed from the site. <br />Commissioner Harms asked for clarification on the timelines for crushing and <br />batching activities. She then asked if Ramsey County had looked at any other <br />sites (no). Chair Wieticki asked if the County has considered the State Fair <br />grounds (no). Ms. Harms asked where the closest County-owned site is in <br />relationship to this project, stating that once the material is in a truck the <br />distance travelled isn’t as much of an issue. She added that the closest location <br />isn’t necessarily the best. Mr. Soler replied that the site at the intersection of <br />Rice and 694 is the closest; however, it is full. <br />Chair Wieticki stated that this is a classic NIMBY (not in my backyard) but it will <br />be in someone’s backyard one way or another. Recycling is a policy of Ramsey <br />County and we are residents of Ramsey County. <br />Chair Wieticki opened the public hearing on this request. <br />Comments: <br />Mike Theines, Lake McCarrons Association, asked how projected decibel levels <br />are determined (computer program), how back up noises could be reduced (flow <br />of traffic can be set up to circulate with minimal back up alarm time), how sound <br />levels would be monitored (by County from locations and at times as required by <br />4 <br />
