the City), how dust levels could be reduced (watering piles, sweeling fines,
hauling away fines), and plans for future reconstruction of Larpenteur in this
area (none at this time).
Janet Olson aksed if material from other reconstruction projects will also be
recycled (no plans at this time), if on-site crushing and mixing had been
considered (no - not enough right-of-way width on City streets), and the timing of
evaluation (does not make a difference from a process standpoint - we will know
right away if this is unacceptable).
Jack Tschida asked if the permit could be revoked if conditions were not met
(yes), and how could residents address issues prior to the review process
(contact City staff).
Denise Hermes, 523 W. Roselawn Avenue, expressed concern about concrete
stock piling. At least 75 homes are affected by the noise of dumping cement.
The pile of concrete is already huge. At what cost do we recycle.
Janet Olson, 418 Glenwood, commented that this continuous type of pounding
and grinding has a noise impact. The city should have reviewed the stockpiling
earlier. Fifteen days for crushing, 12 days for grinding annually is too much.
Duane A. Haukebo, 1731 Galtier Street, explained the land use purchases of the
city and county land in the 1970s was to be retained for open space. He
recommended that the city research the records of county purchases for open
space. The concrete will be reused if not by the county, by the contractor. This
activity belongs in an industrial area.
Sandra Fox, resident six blocks from the site, expressed concern about the
noise.
Chairperson Wietecki asked if “white” noise can be used to mask the noise.
Dan Soler answered that the County has not used this technology. Big speakers
and high voltage are necessary.
Resident of the area asked for details of berms and trees - are they for noise or
aesthetics. The berm is already in place; the vegetation stabilizes the berm.
Chairperson Wietecki closed the hearing and asked for details of the 20' height
and comparison to existing piles.
Member Harms stated that the construction noise is difficult to live with. The
residents around the concrete crushing should not be the experiment.
Member Mulder recommended that anything not used within the project must be
hauled away each year.
5
