Chairperson Wietecki also stated that any uses other than concrete and tree <br />grinding should not occur on this site. If not crushed on this site, where should <br />concrete crushing be done? Shoreview Ramsey County site? Dale and <br />Minnehaha? Grey Cloud Island? Larpenteur is Roseville’s road, the City and <br />County encouraged recycling and cost effectiveness in county and city <br />operations. There are few recycling sites in Roseville. Chairperson Wietecki <br />supported this interim use for materials used on projects in this area, but remove <br />the surplus fines each year, and establish a one year interim use permit and <br />review each year. <br />Motion: <br />Member Wietecki moved, Member Wilke seconded, to recommend <br />approval of a one-year interim use permit to allow concrete crushing activities at <br />the Ramsey County Public Works yard (Larpenteur Avenue and Kent Street) in <br />conjunction with the reconstruction of Larpenteur Avenue with the following <br />interim use permit conditions: <br />1.Only materials from the Larpenteur Avenue reconstruction project may be <br />crushed and batch mixed at this location. No other construction projects <br />will be allowed to “piggyback” on this activity. <br />2.Stockpiles of concrete to be crushed and/or crushed concrete will not <br />exceed 20 feet in height and will remain on the site for a period not to <br />exceed one year. The site will be gated and locked when not in <br />operation. <br />3.Concrete crushing activities will be limited to a maximum of 15 days <br />between April 1 and May 15 in 1998, a maximum of 15 days between <br />January 1 and May 15 in 1998, and a maximum of 10 days during the <br />construction season in 2000. Hours of crushing activities will be limited to <br />8:00 a.m. to 5:00 p.m., Monday through Friday. <br />4.Concrete batch mixing activities will be limited to a maximum of two <br />separate occasions per construction season, for up to five working days <br />per occasion. Hours of concrete batch mixing and hauling activities will <br />be limited to 7:00 a.m. to 10:00 p.m., Monday through Friday. <br />5.The County will notify effected residents in writing at least five days prior <br />to the commencement of concrete crushing or concrete batching <br />activities. The original list of residents to be notified will be provided the <br />Community Development Director, with the understanding that other <br />residents will be placed on the notification list by requesting such action <br />of the County. <br />6.The County will provide the City with a letter from the Minnesota Pollution <br />6 <br />
