Control Agency stating that the noise levels of the crushing and batch <br />mixing machinery, carrying belts, loading equipment, and hauling <br />equipment (when all are in operation) do not exceed MPCA noise <br />standards or are exempt from such standards. <br />7.The County will submit a proposed landscape plan, berm grading and <br />seeding plan, circulation plan, and erosion control plan to the Community <br />Development Director for review and approval prior to issuance of the <br />Interim Use Permit. The landscape plan will include the installation of a <br />vegetative screen along north berm area of the site. The vegetative <br />screen shall include no fewer than 40 evergreen trees, not less than 6 <br />feet in height planted eight feet on center All plantings, grading, seeding, <br />and erosion control improvements shall be completed by July 1, 1998 . <br />8.Neither concrete crushing or concrete batch mixing activities shall be <br />undertaken at the same time as tree and stump grinding activities on the <br />site. <br />9.No work may begin on the site until an Interim Use Permit is issued by the <br />Community Development Director. The interim use permit shall be <br />reviewed annually in October, with the County being notified of the status <br />of such review by January 1 of the following year. In conjunction with the <br />review process, the County shall provide the Community Development <br />Director with sound level measurements and dust counts from specific <br />sites and during specific times as designated by the Community <br />Development Director. <br />10.All activity allowed under this interim use permit shall be completed by <br />December 31, 2000. The interim use permit may be revoked prior to this <br />date for non-compliance with the conditions. <br />11.The interim use permit shall be valid for the remainder of 1998, and must <br />be renewed in 1999 and 2000 for a period of one year. <br />12.The concrete fines must be hauled away from the site after each year’s <br />crushing and mixing operation. <br />13.Ramsey County must define the interim uses on the property as well as <br />the ultimate use(s) of this property. <br />Motion carried 5-1. <br />Ayes: Chair Wietecki, Members Thein, Rhody, Mulder, Wilke <br />Nays: Member Harms <br />7 <br />
