Member Harms stated that Ramsey County will not look at other alternatives if
the city continues to approve interim use permits. The city should help pay for
taking the excess materials off the site.
6b.Planning File 2982. McDonald’s Corporation, a request for a conditional
use permit to allow the construction of a new McDonald’s restaurant (2075
Snelling Avenue).
Chairperson Wietecki opened the hearing and requested City Planner Kim Lee
to summarize the staff report of February 11, 1998. She explained the existing
land uses and the existing McDonalds (3,000 s.f.) with 108 seats, 87 parking
places. It was built in 1971.
The new building (3500 s.f.) will have 85 parking spaces and seat 130. New
landscaping, berming, paving, trash collection - in the building, new drainage.
The building will have brick and stucco exterior with mansard roof and horizontal
architectural banding details to 30 feet. The signage will be in compliance; the
pylon (100 s.f.) will be moved back 15 feet.
The accessway along the west side of the property to the north was discussed.
McDonalds provided before and after photos.
Staff findings were explained and staff recommended approval of the request for
a conditional use permit to allow the construction and operation of a new take-
out/self-service restaurant (McDonald’s) at 2075 Snelling Avenue North, with the
following conditions:
1.The site must be developed in accordance with the final plans (site plan
dated 1/12/98, grading and drainage plan (dated 1/12/98), utility plan
(dated 1/12/98), planting plan (dated 1/12/98), and building elevations
(dated 1/12/98) submitted and approved in conjunction with the request
for a conditional use permit. Minor variations from the approved plans
may be approved by the City’s Development Review Committee, under
the direction of the Community Development Director; however, any
substantial departures from the approved plans will require an
amendment to the conditional use permit.
2.Final grading and utility plans must be reviewed and approved by the
Public Works Director. An erosion control plan must be developed and
erosion control must be in place prior to grading of the site. Since the site
is less than 2.5 acres in size, it is unlikely that on-site ponding will be
required by the Rice Creek Watershed District; however, the applicant will
need to contact the District for permit requirements.
3.All site lighting, including lighting for the parking area and exterior
8
