<br />table of consideration until traffic study was done. <br /> <br />Pastor Rick Carlson, Roseville Covenant Church, expressed concern with the appropriate development of the Center and <br />refurbishing the complex. He advised the Church did not receive notice of this meeting and asked that the process be <br />slowed down to enable further consideration of this type of use at Hamline Center. <br /> <br />There being no further public comment, Chair Klausing closed the hearing. <br /> <br />The Planning Commission discussed continuing consideration of the conditional use permit to their October meeting. Mr. <br />Wratkowski advised of impact on the charitable gambling operations if this was done (need to move by 11.15.00). <br /> <br />Motion: Member Mulder moved, second by Chair Klausing, to recommend approval of the request by Engelsma Limited <br />Partnership LLP for a conditional use permit to operate an 11,650 s.t. bingo hall in Hamline Center, 2807 Hamline Avenue <br />North, subject to the following project findings (Section 3 of report dated 09.13.00) and conditions (Section 4 of report <br />dated 09.13.00), as well as the additional applicable provisions required by Ordinance 1234: <br /> <br />Findings: <br />1. The City's Comprehensive Plan map designates this area for "B" (Business). The zoning of the site is "SC" (Shopping Center District). The property to <br />the east, west and south is designated for "HR" High Density Residential; to the north the adjacent church site is a remnant "B" business designation <br />from former business uses, that should be changed to an "I" Institutional uses designation. The Comprehensive Plan (Section 4, page 6, Site 3-2) states <br />that in 1994 the City took action to redesignate this site for "Business" including future mixed business uses and residential uses, with a smaller <br />neighborhood oriented center. The City's Comprehensive Plan text specifically indicates that if the Hamline Center should redevelop, it should be done <br />as a more compatible residential and mixed use. <br />2. The zoning on adjacent parcels to the east, west, and south is zoned "R-3" (General Residential, 10 to 22 dwelling units per acre) and includes existing <br />multi-family structures (a combined total of nearly 500 multi-family owner occupied condo and rental units are in the area). To the north is a "B- <br />1" (Limited Business) zoned site on which the Roseville Covenant Church is now located. <br />3. In conjunction with the application for conditional use permit approval, the following documents have been submitted and reviewed by staff in preparation <br />of this report: <br />a. Site and trash screening plan (08/14/00) <br />b. Narrative (08/11/00) <br />4. Because of the hours of operation of the bingo hall (typically evenings) off-street parking space for current employee and patrons as well as that <br />necessary for the bingo hall is sufficient. The charitable gaming operation proposed to have a seating capacity of 300 customers and a parking need of <br />120 to 150 spaces. There are over 220 off-street parking spaces at the Hamline Center and another 114 shared with the adjacent (north) office building. <br />The hours of use of the current bingo operation have been no later than 11 :00 p.m. <br />5. Traffic in the area of Hamline Center will increase with the addition of the bingo hall. However, this commercial strip center was designed to <br />accommodate a modest volume of traffic and the roadways adjacent to it are more than adequate to handle the increase traffic. Hamline Avenue has a <br />traffic count of 6,000 vehicles per day and a design capacity of 12,000 vehicles per day. <br />6. Hamline Center is a pre-existing commercial area that currently does not meet certain City Codes. However, there are only a few items that are <br />applicable to the interior renovation proposed for the bingo hall and affected by the added parking demand. Mechanical units will be replaced and must <br />be screened per Section 1010.07 of the Roseville City Code. Because the parking lot will be used more frequently, lighting must be brought into <br />conformance (foot-candles and downcast lighting) with Section 1010.12 of the Roseville City Code. Signage must meet the requirements of Section <br />1009.03 of the Roseville City Code. <br />7. The proposal by Kraus-Anderson has a fence screen being placed by the southeastern trash containers. This type of screen has been acceptable to the <br />City for those businesses that do not proposed exterior modifications. Staff supports the proposed screen and will work with Krause-Anderson on an <br />appropriate style and design. <br />8. The project as proposed is in harmony with the general purpose and intent of the City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br />9. The proposed project will not adversely affect the public health, safety, and/or general welfare. <br /> <br />Conditions: <br />1. Engelsma Limited Partnership LLC successfully obtaining the only bingo license in the City of Roseville. <br />2. House of operation no later than 11 :00 p.m., except on Friday, Saturday, Sunday hours no later than 12:45 a.m. <br />3. Replaced roof top mechanical units must be screened per Section 1010.07 of the Roseville City Code. <br />4. Parking lot lighting must be brought into conformance (foot-candles and downcast lighting) with Section 1010.12 of the Roseville City Code. <br />5. Any signage for the bingo hall must meet the requirements of Section 1009.03 of the Roseville City Code. <br />6. City approved trash container screening. <br />7. The applicant comply with all applicable provisions of Ordinance 1234. <br /> <br />Member Cunningham discussed possibility of a sunset provision for the conditional use permit; Attorney Jamnik advised <br />the applicant would have to pursue an interim use permit, rather than conditional use permit, if this were desired. <br /> <br />Vote on original Motion <br /> <br />Ayes: 4, Mulder, Klausing, Wilke, Cunningham <br /> <br />Nays: 2, Rhody, Olson <br /> <br />Motion prevails. <br /> <br />Chair Klausing advised this recommendation would be before the City Council on September 25, 2000 <br /> <br />------ Chair called a 5-minute recess ----- <br />
