<br />2. There is not a demonstrable negative impact on the use or market values of contiguous properties; and, <br />3. The proposal is compatible with the Roseville Comprehensive Plan. <br /> <br />Conditions: <br />1. Space for 13 off street parking spaces must be provided and appropriately striped on the parking surface. <br />2. The off-street parking space adjacent to County Road B along the west property line must be eliminated. <br />3. Existing and proposed impervious area calculations shall be submitted and reviewed by the City Engineer. Storm water ponding will not required if the <br />site has no net increase of impervious area. <br />4. The landscape plan must be revised and submitted to the City for review and approval. The plan must include year round landscape screening from the <br />parking areas to the public right of ways and screening of the entrance and exit doors of the car wash, as well as the south and west side of the building. <br />The site plan, at maximum, may include only one 36 foot wide access to Dale Street and one to County Road B, set back as far as possible from the <br />street intersection. The site plan must indicate all utilities, gas lines and tanks. Any roof top equipment must be screened. <br />5. The eastern most access to County Road B must be eliminated. <br />6. The exterior building materials (color impregnated masonry) for the addition must be consistent with Section 1010.02 of the City Code. The car wash <br />overhead doors must close automatically prior to each wash to reduce washer and dryer noise. Trash must be stored within an enclosed area and <br />screened from view. <br />7. Parking lot lighting must meet the requirements of Section 1010.12 of the City Code. <br />8. No additional equipment, service station signs or furniture closer than 30 feet to the B and Dale frontages (i.e. vacuums, phones, Ip tanks, wood piles, <br />outdoor sales, etc.). <br />9. This conditional use permit expires 6 months after approval if a building permit has not been issued. (Section 1013.03) <br /> <br />Motion: Member Mulder moved, second by Member Rhody, to amend the original motion by deleting requirement #5 <br />(The eastern most access to County Road B must be eliminated). <br /> <br />Ayes: 6 <br /> <br />Nays: 0 <br /> <br />Motion passes. <br /> <br />Vote on original motion, as amended: <br /> <br />Ayes: 6 <br /> <br />Nays: 0 <br /> <br />Motion passes, as amended. <br /> <br />Motion: Member Klausing moved, second by Member Wilke to approve a variance for a 12-foot wide exit two feet from <br />the property line in accordance with the following findings: <br /> <br />Whereas, the Planning Commission finds that a strict application of the City Code would work an unusual hardship on the <br />applicant; <br /> <br />Whereas, specifically, that the unique physical feature of the principal structure being located so far west on the parcel <br />that it prevents exit from the car wash without a variance; <br /> <br />Whereas, the hardship was not created by the applicant; and <br /> <br />Whereas, granting of the variance will not significantly impact the health, safety or general welfare of the community. <br /> <br />Therefore, be it resolved that the Planning Commission recommends the granting of a variance to the property at 2151 <br />Dale Street for the construction of a 12-foot wide exit, two feet from the property line. <br /> <br />Ayes: 6 <br /> <br />Nays: 0 <br /> <br />Motion passes. <br /> <br />Motion: Member Klausing moved, second by Member Mulder, to approve a seven-foot variance on the setback adjacent <br />to the street (eight foot existing) in accordance with the following findings: <br /> <br />Whereas, the Planning Commission finds that a strict application of the City Code would work an unusual hardship on the <br />applicant; <br />
