<br />applicant would be the only licensed bingo hall operator in the City for which a conditional use permit is necessary in a "B- <br />1" zone. He explained the requirements for a conditional use permit. <br /> <br />The structure is 14,750 s.t., built in 1969 on 1.2 acres, and would require 92 to 100 parking spaces for 120 customers. <br />There are 123 off-street parking spaces provided. No new ponding is required. The exterior site will remain as is. <br /> <br />The use is a compatible use and has been in the neighborhood for ten years. Traffic surge and safety may be the only <br />concerns. Staff estimates no impact on property value, safety, public welfare, or health. Staff recommended approval. <br /> <br />Chair Klausing asked for details regarding parking surveys done on previous locations (Knights of Columbus) in which <br />customers exceeded vehicles on the site by 1.2 to 1 or more. <br /> <br />Member Wilke asked for details on parking, based on improvements to the site from Lyndale Garden Center (previous <br />tenant). He asked for details on one-way entry and the three accesses and handicapped parking. There are two entries to <br />the building. <br /> <br />Chair Klausing asked for staff comment on traffic impact and flow. Deb Bloom explained two roads, which allow access to <br />the site. She explained that lower traffic volumes from senior housing and bingo are expected in comparison to other <br />uses. Chair Klausing asked for details on the OakcresUFairview intersection. Deb Bloom explained the alternatives at <br />OakcresUSnelling and OakcresUFairview. <br /> <br />Chair Klausing asked if the hours of operation should be stipulated in the CUP. The staff had not included this <br />requirement, but conditions could be added. The City annually reviews the license for changes or impacts in Bingo <br />operations. <br /> <br />Patrick Fisher, Manager for Capital City Investors, which owns the building, noted that the traffic and parking has good <br />circulation. The use fits the size of the building. <br /> <br />Chair Klausing asked for details of the bingo operation traffic control with security guards directing vehicles to Snelling. <br /> <br />Member Olson asked for details of the hours of operation. (Very similar to those at the K of C during the day). <br /> <br />Karen Olson, representing the four non-profit Gambling Managers, noted the following starting times for Bingo sessions: <br />Sunday: 1 :00-3:00pm and 7:00-9:00pm; Monday 7:00-9:00pm; Tuesday 1 0:30am-9:00pm; Wednesday 7:00-9:00pm; <br />Thursday 1 0:45am-9:00pm; Friday 1 :00-11 :OOpm; Saturday 1 :00-11 :OOpm. All late sessions are over at 12:30am. A <br />security person follows the proceeds to the bank. <br /> <br />There was no public comment. Chair Klausing closed the hearing. <br /> <br />Chair Klausing expressed concern about traffic and suggested further review. <br /> <br />Member Rhody reported that property owners along Oakcrest appeared not to be concerned about traffic. <br /> <br />Member Olson expressed concern about the screening along the west side of the property (There is a six to eight foot <br />fence along the west side). <br /> <br />Member Cunningham stated that the site might be a good fit, virtually next door to the old facility. The neighborhood has <br />grown up with this use. <br /> <br />Motion: Member Cunningham moved, second by Member Wilke, to approve the request by Capital City Investment LLP <br />for a conditional use permit to operate a bingo hall at 2525 Snelling Avenue, based on the findings outlined in the project <br />report dated January 10, 2001, and based on the following conditions: <br />A. Capital City Investment LLP successfully obtaining the only bingo license in the City of Roseville. <br />B. Replaced roof top mechanical units must be screened per Section 1010.07 of the Roseville City Code. <br />C. Parking lot lighting must be brought into conformance (foot-candles and downcast lighting) with Section 1010.12 of <br />the Roseville City Code. <br />D. Any signage for the bingo hall must meet the requirements of Section 1009.03 of the Roseville City Code. <br /> <br />Ayes: 5 <br /> <br />Nays: 0 <br />
