<br />Mr. Paschke stated Brent Thompson (Stoney River Development) has submitted a request for preliminary plat approval of <br />the 2.25-acre parcel at 495 lona Lane. <br /> <br />The proposal calls for the development of a cul-de-sac street with public utilities and six single-family residential lots. <br /> <br />Thomas Paschke explained the staff recommended approval of a six-lot subdivision with conditions: <br />A. The revision of the cul-de-sac design to incorporate a teardrop island. <br />B. The developer must submit a tree preservation and landscape plan for review and approval by the City prior to final <br />plat consideration. <br />C. The developer must resolve with the Roseville Engineering Department what needs to be done with the existing <br />(west) utility stubs and the existing house and connections. <br />D. The developer must provide a five-foot wide utility and drainage easement adjacent all interior lot lines and a ten- <br />foot utility and drainage easement adjacent all periphery lot line. <br />E. Park and Recreation Commission review and approval. <br />F. Grass Lake Watershed review and approval. <br /> <br />Member Olson asked for details of uncapped wells in the area, which must be capped as part of the development. <br /> <br />Chair Rhody stated that teardrop islands in the cul-de-sacs are now approved. In this case, the fire trucks can enter <br />without having to turn around. <br /> <br />Member Wilke noted that watershed review is required; would it resolve drainage issues through formal review and review <br />by city staff. <br /> <br />Thomas Paschke noted no new drainage would run off to adjacent sites. <br /> <br />Member Traynor asked for clarification of the review process. <br /> <br />Chair Rhody asked for questions and comments regarding the six-lot development. <br /> <br />Arthur Allen, 445 lona Lane, asked if McKubin would ever be built. Deb Bloom noted that if the development proceeds <br />there would not be a street built on the 33-foot easement which remains west of the site. Mr. Allen asked if taxes <br />generated would benefit the nearby area such as improvement of the small nearby park. Thomas Paschke noted that the <br />local ordinance and state law do not allow such specific benefit. <br /> <br />Chuck Fish suggested solving the 33-foot easement. <br /> <br />Mr. John Anderson suggested working with the developer prior to construction on drainage issues. <br /> <br />Mr. Walsh noted the six-lot subdivision would be more conforming to other cul-de-sacs in the neighborhood and may have <br />less traffic. <br /> <br />Brent Thompson clarified that the conditions regarding teardrop cul-de-sacs was a standard? Thomas Paschke explained <br />the Planner prefers teardrops. Public Works does not support islands in the cul-de-sac. <br /> <br />Mr. John Anderson stated that Hills Court South has an island on the cul-de-sac and supported such improvements in <br />summer for landscaping and in winter for snow storage. <br /> <br />Chair Rhody closed the hearing. <br /> <br />Motion: Member Duncan moved, seconded by Member Wilke, to approve the request by Stoney River Development for a <br />six-lot preliminary plat of a 2.5 acre parcel located at 495 Ion a Lane, subject to the conditions listed in section 4 (A-F - <br />with correction of Grass Lake Watershed in F) of the project report dated December 12, 2001. (Staff will review the cul-de- <br />sac). <br /> <br />Ayes: 5 <br /> <br />Nays: 0 <br /> <br />Motion carried. <br />b.
