<br />Dennis Welsch explained that the Minnesota State Fair seeks Interim Use Permits to allow the operation of park & ride <br />lots on seven properties in Roseville during the State Fair (two weeks in late August and early September). The properties <br />include Bethany Baptist Church, Church of Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, <br />Roseville Area High School, St. Michael's Lutheran Church, and The Church of St. Rose. Each site would have a specific <br />Interim Use Permit designed around current conditions and proximity to adjacent residential properties, and be allowed for <br />an initial five-year time frame. <br /> <br />Steve Grans explained the Park and Ride program with the State Fair. <br /> <br />Member Olson asked for details of the St. Rose site. Buses should use Hamline Avenue. Parking should not overflow into <br />adjacent streets; litter needs to be picked up. Two Letters (Barsel and Nepresh) were discussed. <br /> <br />Mr. Grans explained the bus now does stay on Hamline Avenue; the bus routing is radio monitored/directed; such <br />monitoring helps move cars from full lots to empty lots. Litter is a responsibility of the volunteer group at each site. <br /> <br />Member Traynor asked if the volunteers are trained to direct drivers to other sites. <br /> <br />Member Cunningham asked if police monitor the activities. Mr. Grans explained that 2 people rove the lots and contact <br />police by cell phone as needed. <br /> <br />Chair Duncan asked for public comment on each church site. <br /> <br />Bethany Baptist. Angie Hoffman Walter, Cleveland Avenue, said that Cleveland is a problem as well as the permit <br />process; she is concerned about safety, particularly with drivers. A motor coach picking up fair goers parks along <br />Cleveland, requiring other vehicles and buses to pass. Last summer she asked the City manager and police to look into <br />the safety issue. The buses later were directed by police to enter the lot from Shryer. The late night buses, at or after <br />midnight, create noise. There should be a buffer zone between adjacent residential uses and fair parking. The porta-pottie <br />should be placed near the parking area, not the residences. She said the size of the parking lot is not large enough to <br />handle Fair parking. <br /> <br />Randy Nepresh, Eldridge Avenue, asked if the City could add conditions to an Interim Use Permit. (yes) <br /> <br />Corpus Christi. Tom Caswell, commenting on the Corpus Christ site, said he felt positive about the park and ride; no <br />noise, traffic, drunkenness, or litter last year. <br /> <br />Grace Church, Roseville Covenant, Roseville High School, St. Michaels. No verbal comments. <br /> <br />St. Rose of Lima. Bob Ethen stated he started the park and ride at St. Rose. The bus now travels only on Hamline, <br />heading north to other sites, and stops at a bus indentation for pick up. There are two managers on site. Overflow is <br />handled by distributing a list of other lots, which have space. The site is open from 8am to midnight. Speeding occurs <br />regardless of fair goers. The entrances cannot be changed. The cars do not all come at once. <br /> <br />Sara Barsel, Eldridge Avenue, stated she feels St. Rose's park and Ride can work with conditions: 1) Buses on Hamline <br />only; 2) Overflow (infrequently occurs) parking should be addressed with parking permits to residents; 3) Garbage on <br />Dellwood and Eldridge is a problem that should be handled by the park and ride operators; 4) Police could do evening <br />speed monitoring; 5) There should be an annual review and hearing on each site. <br /> <br />Member Mulder asked for clarification regarding "temporary no parking", which also creates problems for residents or <br />guests. Ms. Barsel said she would eliminate all fair parking on streets. Deb Bloom said the Public Works Department <br />could issue temporary no-parking areas along the street. Enforcement of illegal parking is difficult for police and public <br />works. Ms. Bloom suggested temporary no parking as a condition of approval. <br /> <br />Member Olson asked for clarification - are the hours to midnight for operation and monitoring. Mr. Grans responded that <br />the park and ride would be done from 8:00 to midnight. <br /> <br />Member Cunningham asked when the last entry pick-up occurs (The fair entry is open until 1 0:30 p.m.) <br /> <br />Member Duncan asked if the Churches are paid. (Yes, and volunteers are also paid through a donation from the fair.) <br /> <br />Member Olson asked for concerns regarding the Bethany Church operation. Mr. Grans noted there were complaints about <br />loading on Cleveland until police suggested entering on Skillman, entering the parking lot. The same is proposed this year <br />(2002) . <br />
