<br />Mr. Lichtscheidl stated that the new building will affect evergreens (two on the north side) and he will move the 7' x 12' <br />garden shed. Mr. Lichtscheidl responded to Member Wilke's question that he would add landscaping. <br /> <br />There were no further comments from the public. Chair Duncan closed the hearing. <br /> <br />Motion: Member Cunningham moved, seconded by Member Traynor, to recommend to the City Council approval of <br />Robert Lichtscheidl Conditional Use Permit request to construct a 1,008 square foot detached accessory building (garage) <br />in the rear yard of property located at 2550 Western Avenue, based on the findings in Section 5 and subject to the <br />conditions in Section 7 of the project report dated 03/06/02 and City staff to work with applicant to add landscaping along <br />the east and north sides (arborvitae) to screen the project. <br /> <br />Amendment to Motion: Member Mulder moved, seconded by Member Duncan, for correction of landscaping <br />requirements to the north and south side and with additional condition to require removal of existing garden shed so that <br />all materials are placed in one structure. <br /> <br />Ayes: 2, Mulder, Duncan <br />Nays: 4, Traynor, Olson, Cunningham, Wilke <br /> <br />Motion defeated. <br /> <br />Vote on Original Action <br /> <br />Ayes: 4, Traynor, Olson, Cunningham, Wilke <br />Nays: 2, Duncan, Mulder <br /> <br />Member Mulder spoke in opposition to the motion because the garden shed could remain and be expanded. <br /> <br />c. Planning File 3378: A request by Patrick Chierello, 2415 Dale Street, for a conditional use permit to allow construction <br />of a detached garage 28 feet by 32 feet or 896 square feet in size and a variance to Section 1 004.01A5 to allow said <br />detached garage to be 128 square feet larger than the principal structure. <br /> <br />Chairman Troy Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the <br />project report dated March 6, 2002. <br /> <br />The City Planner explained Patrick Chierello has requested consideration of a variance to Section 1 004.01A5 (Overall <br />Area - not larger than house) and a Conditional Use Permit in accordance with Section 1 004.01A4 (Requirements for <br />Increased Maximum Size - larger than 864 square foot) of the Roseville City Code to construct a 28 foot by 32 foot (896 <br />square foot) detached accessory building in the rear yard of property located at 2415 Dale Street. <br /> <br />The City Planner added the site location and illustrated the site with photos. The Chierello parcel is an irregular shaped <br />with an approximate size of 10,050 square feet. The parcel is 75 feet in width and has a depth of 116 feet on the south <br />and 152 feet on the north. Residential lots located in the general area have a similar width and vary in depth from 116 feet <br />to 150 feet. <br /> <br />The City Planner reviewed the staff analysis of the Conditional Use Permit and variance requirements, adding that the <br />staff found a practical solution by combining garage CUP with the maximum garden she size to recommend an 896 sq.ft. <br />buildings. <br /> <br />Member Traynor asked if there was a garden shed? (No). The proposal would be to allow one accessory structure. <br /> <br />The applicant was not present. There was no public comment and the hearing was continued. <br /> <br />Motion: Member Mulder moved, seconded by Member Cunningham, to continue the application of Patrick Chierello to the <br />April 3, 2002 Planning Commission meeting, as it is incomplete without testimony from the applicant. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />60 minutes later, a representative of the applicant appeared: <br />
