<br />Chair Duncan asked why a difference between new or used car parking (New car storage only, used car sales is not <br />permitted). <br /> <br />Tom O'Brien, Wally McCarthy Auto, noted that 104 new vehicles will be on the lot; it will be maintained by the curb group. <br />The cars will only be new overflow storage. The cars will not have fuses. The cars have been on the site since fall 2001. <br /> <br />Member Bake man asked if this site was for more than one dealership (No, Wally McCarthy Cadillac/Olds/Hummer). How <br />many other sites have been looked at? (None) She asked how the loading traffic hazard could be reduced. <br /> <br />Member Mulder asked if there is a sales activity on this site (No). If this is a sales lot, it should be subject to a conditional <br />use permit. <br /> <br />Member Traynor asked how "vehicle sales" was defined. Could sales persons be barred from selling on the lot or bringing <br />customers to the overflow lot (Ms. O'Brien has no objection). <br /> <br />Member Bakeman asked if other interim use permits had been issued for this use. <br /> <br />Member Mulder asked if trees had existed on the site. (Yes, trees will be replaced in future according to Dennis Welsch). <br /> <br />There being no further comments, Chair Duncan closed the hearing. <br /> <br />Motion: Member Duncan moved, seconded by Member Peper, to recommend approval of a 12 month interim use <br />permit for Wally McCarthy Auto Group (PF #3412) to allow temporary new vehicle inventory storage on the <br />western most parking lot of the Salvation Army, 2445 Prior Avenue, based on the findings of Section 5 and the <br />conditions in Section 6 of the project report dated 6/5/02. <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to amend the motion to add condition "e" to <br />prohibit the sale of vehicles on the site. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />Motion: Member Bakeman moved, seconded by Member Mulder, to amend the amended motion to add condition <br />"f" to have the store's conditional use permit updated to include the interim use permit and by updating the <br />language to include the new landscape replacements. <br /> <br />Member Traynor expressed concern that this was an inappropriate use of the interim use permit to deal with the <br />conditional use permit. It is a separate issue. <br /> <br />Member Ipsen asked what the difference was between and interim use permit and a conditional use permit. Planning File 3411: Request by Synergy Motor Car Company in cooperation with Roseville Properties for a <br />Conditional Use Permit under Section 1007 .02D12 and Section 1013 of the Roseville City Code to allow a <br />leased portion of 1900 Oakcrest Avenue to be used as an auto rental and leasing business. <br /> <br />Chairman Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated July 10, 2002. <br />
