<br />Synergy Motor Car Company (tenant) and Roseville Properties (owner/manager) have requested a conditional use permit <br />to allow rental and leasing of motor vehicles, including resale, at 1900 Oakcrest Avenue. <br /> <br />The property located at 1900 Oakcrest Avenue has a zoning of 1-1, Light Industrial, a current land use of "I", Industrial, <br />and a future land use of "B", Business. <br /> <br />The Light Industrial District allows rental and leasing of vehicles as a conditional use permit. Specifically, Section <br />1 007 .02D12 states: Rental and leasing of motor vehicles including the resale of motor vehicles previously rented or <br />leased by the leasing or rental business owner (September 1979). <br /> <br />Thomas Paschke noted there are no obvious impacts. <br /> <br />Staff recommended approval with conditions: <br />a. The use of the premises, Suite 9, 1900 Oakcrest Avenue, being used as a vehicle rental, leasing, and sales <br />business with daily operations including, title work, accounting, financing, and other business related activities. <br />b. The tenant space being divided into an office of approximately 1,400 sq. ft. and a vehicle showroom of <br />approximately 4,600 sq. ft. <br />c. The allowance of a 6 to 10 vehicle outdoor display area in the parking lot. <br />d. No overnight outdoor storage of vehicles is allowed on the premises. All vehicles must be stored within the <br />showroom each evening. <br />e. All signage pertaining to this use must meet the requirements of Section 1009 of the Roseville City Code. <br /> <br />Chair Duncan asked why vehicles must be parked indoors over night. (This is a rental and leasing operation). <br /> <br />Member Bakeman asked for the difference between Enterprise locations and this proposal. <br /> <br />Peter Downs, Bill Manor, Blake Alder, representing Synergy, stated that Minnesota requires three licenses: sales, <br />leasing/broker and used car sales. Will they be in compliance with the conditional use permit? (Yes) <br /> <br />Chair Duncan asked for clarification for condition "d" requiring indoor evening sales. Thomas Paschke noted that the <br />owner (Roseville Properties) has requested the condition in the permit requiring indoor storage, which is also in the lease. <br /> <br />Member Mulder said he supported indoor storage as a site specific condition for this unique site. <br /> <br />Member Peper asked for concerns of tenants applicants. <br /> <br />Chair Duncan asked the applicant for concerns - will work with landlord. <br /> <br />There being no further comments, Chair Duncan closed the hearing. <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to, recommend approval of a conditional use <br />permit for Roseville Properties and Synergy Motor Car Company to occupy a portion of 1900 Oakcrest Avenue <br />(Suite 9) as a vehicle rental and leasing business, based on the findings of Section 4 and the conditions of <br />Section 5 of the project report dated July 10, 2002. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />Motion: Member Duncan moved to strike condition "d". <br /> <br />There being no second, motion failed. <br />d. Planning File 3410: Request by B-Dale Club and the City of Roseville for a Variance to Section 1009 of the <br />Roseville City Code, allowing the replacement of an existing sign into the required setback for Dale Street. <br />The property is located at 2100 Dale Street. <br /> <br />Chairman Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated July 10, 2002. <br /> <br />B-Dale Club in cooperation with the City of Roseville has applied for a 30 foot variance to Section 1005.01 A 1 of the <br />
