<br />Roseville City Code to allow the installation of a double pole pylon sign at the property line or an encroachment of 30 feet <br />into the required 30 foot front yard setback. <br /> <br />In April 2002, the existing B-Dale Club sign was damaged when a vehicle slid out of control, jumped the curb, and hit the <br />sign. The former sign was located nine feet from the curb of Dale Street. However, the City cannot issue a variance that <br />extends past a property line. Therefore, the variance is to allow an encroachment up to the property line. Since that date, <br />the Club has not had a sign, nor has the City owned Villa Ball Field. <br /> <br />The proposed sign, in association with the Roseville Park & Recreation Department, would be 12 feet tall, approximately 5 <br />feet wide, and include two sign areas (see attached proposal) for a total of 30 square feet. <br /> <br />The staff recommended approval of the variance with the following conditions: <br />1. The verification of the property line adjacent to Dale Street. <br />2. The sign not encroaching closer that the 30-foot variance or no closer than the property line. <br />3. The review and approval of a building permit consistent with the approved variance and plans. <br />4. The sign meeting all other applicable City Codes. <br /> <br />Member Traynor asked for clarification on 6.1 B; no closer to the street than the property line. <br /> <br />The applicant, Mike Huebel, representing B-Dale Club, noticed the report was accurate and he accepted the report. <br /> <br />There being no further comment, Chair Duncan closed the hearing. <br /> <br />Motion: Motion by Member Peper, seconded by Member Bakeman, to recommend approval of a 30 foot variance <br />to Section 1005.01A1 of the Roseville City Code for the B-Dale Club allowing the installation of a new pylon sign, <br />based on the findings in Section 5 and conditions of Section 6 of the project report dated July 10, 2002 as <br />follows: <br />a. The verification of the property line adjacent to Dale Street. <br />b. The sign not encroaching closer that the 29 foot variance or no closer than the property line. <br />c. The review and approval of a building permit consistent with the approved variance and plans. <br />d. The sign meeting all other applicable Codes. <br /> <br />Amendment to the Motion: Member Mulder moved, seconded by Member Duncan, to amend "B" to have a sign <br />setback roof of one foot from the property line. <br /> <br />Thomas Paschke explained that the sign does have an overhang which should be included in the encroachment. <br /> <br />Mike Huebel would like to have the sign as close to the road (curb) as possible. <br /> <br />Member Peper noted that the sign is difficult to find. <br /> <br />Vote on Original Motion as Amended: <br /> <br />Ayes: 5 <br />Nays: 1, Peper <br /> <br />Motion carried. <br />e. Planning File 3393: Request by Paul Rudolph for a Variance to Section 1004.02D4 (Yard Requirements- <br />Setbacks) and Section 1004.01A6 (Maximum Total Surface Area) to allow a shed to be placed in the <br />required 30-foot setback from an adjacent street and to allow impervious coverage of 34% (as estimated by <br />staff) for the property located at 716 County Road "C". <br /> <br />Chairman Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated July 1 0, 2002. <br /> <br />716 County Road "C" is a house used as a rental property but owned and maintained by Paul Rudolph and the Viking <br />Racing Pigeon Club. Club meetings are held on site within the detached garage. Recently a dilapidated shed that was <br />formerly located in the rear of the property was removed. <br /> <br />The request seeks an approval of 34% (approximate) lot coverage and accessory building setback variance for a shed <br />adjacent to Rosetown Court. Staff recommended approval. <br />
