<br />Vice Chair Mulder opened the hearing and requested City Planner Thomas Paschke provide a summary of the <br />project report dated August 5, 2002. <br /> <br />Thomas Paschke indicated Joel Berntsen submitted an application for a 5% or 571 square foot variance to Section <br />1 004.01A6 (Maximum Total Surface Area) to allow construction of a master bedroom addition to his home at 660 <br />Heinel Drive. Currently 32% of the site is covered. The applicant's expansion would add 3% for a total of 35% of <br />the site. <br /> <br />Member Peper asked who owned the adjacent buildable lot (George Reiling). Are there plans to add screening to <br />the side lot? <br /> <br />Member Mulder asked what the side yard setback would be. (3 feet, which requires a setback permit for the pie- <br />shaped lot). Thomas Paschke explained normal conditions of approval within a setback permit process. <br /> <br />Joel Berntsen, applicant, stated that he had planted three 6'-7' evergreens along the west side of the property, on <br />the Reiling parcel. Berntsen explained the reasons for expansion in this location. <br /> <br />Member Mulder asked for details on removing the northwest portion of the proposed addition. Berntsen explained <br />the rational for making the bedroom smaller, but keeping the laundry room. <br /> <br />Member Peper asked why the trees were planted. Berntsen bought the lot from Reiling who did give permission for <br />the planting on his (Reiling's) lot. <br /> <br />Julie Judd, 645 S. Owasso, asked for details of the pine trees. Birch trees were to be preserved. <br /> <br />There being no further comments, Vice Chair Mulder closed the hearing. <br /> <br />Motion: Member Traynor moved, seconded by Member Peper, to recommend approval of a 571 square foot <br />(5%) variance to Section 1004.01A6 of the Roseville City Code for Joel Berntsen to allow certain home and <br />site improvements at 660 Heinel Drive, based on the findings in Section 5 and conditions of Section 6 of <br />the project report dated August 7, 2002. <br /> <br />Ayes: 5 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />c. Planning File 3418: Request by Tim and Leslie Golie, 592 Sextant Avenue, for a Variance to Section <br />1 004.01A6 (Maximum Total Surface Area) of the Roseville City Code to allow for the construction of an <br />addition (family room) to the rear of the existing home. <br /> <br />Vice Chair Mulder opened the hearing and requested City Planner Thomas Paschke provide a summary of the <br />project report dated August 7, 2002. <br /> <br />Mr. Paschke indicated Tim & Leslie Golie have submitted an application for a 6% or 622 square foot variance to <br />Section 1 004.01A6 (Maximum Total Surface Area) to allow a porch addition to the rear of their home at 592 <br />Sextant Avenue. <br /> <br />Section 1 004.01A6 of the Roseville City Code (Maximum Total Surface Area) affords each residential property <br />owner up to 30% impervious coverage on a 10Uparcel, based upon the total lot size. In the case of the Golie <br />property this allowance cannot exceed 3,312 square feet without an approved variance. <br /> <br />The Golie home was constructed in 1997 and is situated on an 11,040 square foot lot. The home/garage has a <br />footprint estimated at 2,020 square feet; the driveway and rear patio/basketball court area is estimated at 1,514 <br />square feet. Given these current site conditions the Golie lot has a current impervious coverage of 3,535 square <br />feet or 32%. <br /> <br />The proposed home porch addition of 370 square feet creates a total impervious coverage of 3,934 square feet or <br />36%. <br /> <br />The Golie home was constructed (1997) prior to the text amendment to Section 1004 that established the 30% <br />impervious coverage requirement. The Goile's are now faced with needing a variance in order to expand their <br />
