Planning File 3417: Request by Masterpiece Homes for consideration of a General Concept Plan for a 24- <br />unit residential Planned Unit Development (single family to two family) on approximately seven acres at <br />2245, 2263 and 2275 County Road B. <br /> <br />Acting Chair Mulder opened the hearing and requested City Planner Thomas Paschke provide a summary of the <br />project report dated August 7, 2002. <br /> <br />Thomas Paschke explained the definition and use of a Planned Unit Development. <br /> <br />Gordy Howe (Masterpiece Homes) has requested consideration of a planned unit development under the General <br />Concept Plan (Section 1008.1 OC) of the Roseville City Code for what will be referred to as Stonecrest. <br /> <br />The proposal seeks approval of a preliminary plat to subdivide three parcels totaling 6.9 acres into 24 zero lot line, <br />owner occupied, town home units and approval of the General Concept Plan Planned Unit Development <br />establishing an underlying zoning of R-2, Two Family Residence District. <br /> <br />Masterpiece Homes will subdivide the property into a Community In Common (CIC) plat. The preliminary plat <br />indicates 24 town home lots to be created out of the 6.9 acre (300,564 square foot) site. These lots are 46 feet wide <br />by 102 feet, totaling 112,608 square feet or 37% of the development. The lots will be owned under the structure <br />and extending 5 to 17 feet from the structure. <br /> <br />The development proposes a minimum house footprint indicated is roughly 1,860 square feet in size, excluding the <br />attached three stall garage, estimated to be 560 to 600 square feet and the development will dedicate 58,730 <br />square feet (20%) of street right-of-way; have 129,226 square feet (53%) of common area owned by association; <br />53,568 square feet (22%) individual property owner open area; resulting in 154,206 square feet (35%) of <br />impervious area, which is similar to the recent Owasso Ridge on lona Lane. <br /> <br />On July 9,2002, Masterpiece Homes held a neighborhood meeting to discuss the proposed three parcel <br />redevelopment into a 24 unit townhome development. The meeting was well attended, where area residents <br />presented questions regarding tree preservation, parcel grading/drainage, and unit size/style. <br /> <br />Thomas Paschke explained an alternative road design, including cul-de-sacs and a loop road. <br /> <br />Staff recommended a site design with a loop road system and noted that the Planning Commission could continue <br />this item to the September meeting if additional information is needed. <br /> <br />Deb Bloom, Assistant Public Works Director, described the grading and drainage from east to west. A pond is <br />required, along with an overland swale for drainage to and from the pond. A Rice Creek Watershed Permit is <br />required. There have been drainage problems on both sides of this site. Thomas Paschke explained the catch <br />basin plan. <br /> <br />Member Traynor asked if Ms. Bloom was comfortable with the concept drainage plan. (yes). <br /> <br />Member Mulder noted that the plans were more complete than others recently. <br />
