What would be the change in Hamline <br />Avenue design? Would there be a stop light? Debra Bloom said Hamline is designed as a three-lane County road, <br />similar to Lexington, which currently has 15,000 ADT, and a capacity of 20,000 ADT. No signals or turn lanes are <br />proposed. <br /> <br />John Kramer, Roseville Covenant Church, noted that the Church is pleased with the proposal and fence that it will <br />compliment the Church uses. <br /> <br />Will Wentland, tenant in Hamline Shopping Center, asked when construction will start? Mr. Van Slyke said the <br />proposed start is early summer, 2003. A discussion <br />ensued regarding the adequacy of the presentation drawings for a preliminary plat. Cross parking easements and <br />drainage easements will be required. <br /> <br />Motion: Member Peper moved, second by Member Mulder, to recommend approval of the rezoning request <br />by Presbyterian Homes changing the current zoning of the property from SC, Shopping Center District to <br />Planned Unit Development with an underlying zoning of B-1, Limited Business in the office area and R-7 <br />Apartment District. (The rezoning will be the first reading of the zoning change; the final approval of the <br />rezoning will occur at the time final plans and documents are approved by the Roseville City Council.) <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />Member Bakeman agreed with the concern regarding traffic on Hamline Avenue, hoping that it (Hamline) can retain <br />its residential feeling. The building does not appear to be pedestrian friendly (from Hamline and Terrace) and does <br />not have a transit plan. Can the Roseville Circulator pick up residents at a main entrance? Member Stone asked if <br />traffic calming techniques including landscaping could be used to reduce speed on Hamline. Debra Bloom <br />explained traffic calming useful to the Hamline corridor.
