Planning File 3452: Request by John Williams for a VARIANCE to Section 1004.01A6 (Maximum Total <br />Surface Area) of the Roseville City Code to allow for the construction of an addition (bedroom) to the rear <br />of existing home at 1965 Chatsworth Street. <br /> <br />Chair Duncan explained a conflict of interest and recused himself. Acting Chair Mulder, <br />opened the hearing and requested City Planner Thomas Paschke provide a summary of the project report dated <br />February 5, 2003. <br /> <br />Thomas Paschke explained that Section 1004.01 A6 of the Roseville City Code (Maximum Total Surface Area) <br />affords each single family residential property owner a 30% impervious coverage based upon the total lot size. In <br />the case of the Williams property this allowance cannot exceed 3,115 square feet without an approved variance. <br /> <br />The Williams home is a 1950 Bungalow situated on a 10,382 square foot lot. The home driveway pavement of <br />1,184 square feet; and an 80 square foot garden shed. Given these current site conditions the Williams have a <br />current impervious coverage of 3,157 square feet or 30.4%, square footage meets the threshold allowance for 30% <br />coverage. <br /> <br />The proposed improvement, constructing a 16'x16' (256 square foot) bedroom and bathroom addition on to the <br />rear of the home, would bring the total impervious coverage of the parcel to 3,413 square feet or 32%. <br /> <br />Thomas Paschke explained that, based on the information provided and the findings in Section 5 of the project <br />report, the Community Development Staff recommended approval of a 298 square foot (3%) variance to Section <br />1 004.01A6 of the Roseville City Code for John Williams to allow the construction of a 256 square foot bedroom <br />addition onto the rear of his home at 1965 Chatsworth Street, subject to the following conditions: <br /> <br />a. All existing and proposed building and site improvements shall not exceed a maximum impervious coverage of <br />3,413 square feet. <br /> <br />b. The attached bedroom being limited to a maximum size of 256 square feet as indicated on the site plan. <br /> <br />c. The bedroom addition to include a window along the north side of the structure wall and gutters to properly direct <br />roof drainage away from the east property. The addition must match the existing building in color and/or materials. <br /> <br />d. The review and approval of a building permit consistent with the approved plans and variance. <br /> <br />e. No additional accessory buildings or expansion to the garden shed is allowed. <br /> <br />Thomas Paschke explained that the staff recommended approval with five conditions in the staff report <br />dated February 5, 2003. <br /> <br />There were no comments from the public and the hearing was closed. <br /> <br />Motion: Member Traynor moved, second by Member Peper to recommend approval of a 298 square foot <br />(3%) variance to Section 1 004.01A6 of the Roseville City Code for John Williams, to allow construction of a <br />bedroom addition to the rear of his home at 1965 Chatsworth Street, based on the findings in Section 5 and <br />conditions of Section 6 of the project report dated February 5, 2003. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />Acting Chair Mulder masterfully sheparded the issue to a decision in 4 minutes. <br /> <br />c. Planning File 3453: Request by the City of Roseville to amend certain text within Section 1002 (Definitions) <br />and Section 1005 (Business Districts) specifically pertaining to restaurants. <br /> <br />Thomas Paschke provided an overview of zoning district B-1 B (Limited Retail) wherein restaurants create a <br />problem in text and non-conforming classification. A restaurant must be over 5,000 sq. ft. in size. There are very <br />few restaurants that are 5,000 sq. ft. in size, especially in the B-1-B District. He explained that a text amendment <br />
