<br />1004.01 A6 (Maximum Total Surface Area) and 1004.02D5 (Dwelling Dimensions - Side Yard Setback) of the <br />Roseville City Code to allow the construction of a detached garage 2 feet from the side yard property line and <br />increased impervious coverage to 2,574 sq. ft. or 38%. <br /> <br />Mark Koenig has submitted a proposal to replace an existing detached accessory building and replace/expand the <br />paved surface on the parcel. The proposal seeks approval for the construction of a 528 sq. ft. garage and 592 sq. ft <br />of increased impervious coverage. He also seeks approval to locate the garage and driveway two feet from the <br />side yard property line. <br /> <br />The proposed improvements, a 528 sq. ft. detached garage, a 176 sq. ft. parking slab behind the garage, and 637 <br />sq. ft of replaced and additional driveway, increases the parcel's impervious coverage to 2,574 sq. ft. or 38.1 %, <br />requiring a two variances before a building permit can be issued. <br /> <br />Based on the information provided and the findings in Section 5 of this project report, the Community Development <br />Staff recommended approval of a 400 square foot (5.3%) variance, approximately a 3% reduction from proposals, <br />to Section 1 004.01A6 and a 3 foot side yard variance to Section 1 004.02D5 and 703.04B9 of the Roseville City <br />Code for Mark Koenig to allow the construction of a detached accessory building in the rear yard and increased <br />paved surface area at 466 Hilltop Avenue, subject to the following conditions: <br /> <br />a. The parcel being limited to an impervious coverage maximum of 2,382 square feet or 35.3%. <br />b. The detached garage being limited to a size not to exceed 22 feet by 24 feet or 528 square feet. <br />c. The replaced and expanded driveway not exceeding (including existing driveway) a total size of 1 ,088 square <br />feet. <br />d. The storage slab behind the new garage not exceeding 88 square feet. <br />e. Gutters and downspouts must be installed along the eves of the detached accessory building to direct runoff into <br />the west and south portions of the yard. <br />t. The review and approval of a building permit must be consistent with the approved plans and variances. <br /> <br />Mary Bakeman asked if the garage has doors on both the north and south sides (yes). Storage of campers or <br />trucks must be on paved surfaces. <br /> <br />Member Stone asked if this is a complete teardown and rebuild. She asked for reasons to place the structure within <br />the setback - why not shift the garage to the west. Thomas Paschke said the drive back will be difficult. <br /> <br />Chair Mulder asked if the rear pad storage is set back five feet. (No, but could be as a condition of the variance). <br /> <br />Member Stone noted that new garages have more pronounced overhang. Chair Mulder noticed that water must be <br />moved from this area by use of gutters. <br /> <br />Mr. Koenig, 466 Hilltop Avenue, explained the reason to move the garage east was to keep more yard. The <br />existing garage is set back one foot from the line. A 96 s.f. storage pad behind the garage is requested to have <br />space for a camper. Drainage runs to the south and southwest. The driver will back all the way to the street. The <br />neighbor to the east was supportive according to Mr. Koenig. <br /> <br />There was no public comment offered. Chairman Mulder closed the hearing. <br /> <br />Member Peper suggested changing A and D of Section 6.1 to allow a 96 s.t. pad. <br /> <br />Motion: Member Ipsen moved, second by Member Bakeman, to recommend approval of a 783 square foot <br />(11.2% ) VARIANCE to Section 1004.01 A6 (Maximum Total Surface Area) of the Roseville City Code, based <br />on the findings of Section 5 and conditions of Section 6 of the project report dated August 6, 2003, with a <br />96 s.f. rear pad. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to recommend approval of a 3 foot <br />variance to Section 1004.01 E7 (Dwelling Dimensions - Side Yard Setback) of the Roseville City Code, <br />based on the findings of Section 5 and conditions of Section 6 of the project report dated August 6, 2003. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to recommend approval of a 3 foot side <br />yard variance to Section 703.04B9 (Driveways on Private Property) of the Roseville City Code, based on the <br />
