<br />Gerry Foster, 969 Parker, noted in Section 7.2 there is a proof of parking agreement which may be written with the <br />developer - how will this be handled? Thomas Paschke explained proof of parking. <br /> <br />Cathy Croughan, 1961 Midland Hills Road, adjacent property owner, asked if traffic numbers could be stated. She <br />also asked about utility easement location shifting. Thomas Paschke explained the easements and what may need <br />to be vacated. Thomas Paschke explained traffic trips as per the staff report. <br /> <br />Jerry Dion, 1944 Midland Hills Rd., asked what happens to woods if wetland is created; will homes be looking at <br />back of condo building? Thomas Paschke and Brian Carey explained the tree removal on the site. The landscape <br />plan includes clean up of dead trees, with enhancement along the east property line, with a combination of <br />landscape materials. On average, 30 to 40 feet of planting area along the property line is required. <br /> <br />Jerry Dion said the building is 60 feet high, the lilacs are only 10 feet tall, the structure will be visible. <br /> <br />Kristine Rogers, 2232 Draper Ave., asked what the city will gain in taxes. Where will the taxes be used? <br /> <br />Chair Mulder said the total property taxes would be approximately $200,000. He explained the distribution between <br />the city, county and school district. The city's share is 40%. <br /> <br />Cathy Robbins, 1961 Midland Hills Road, asked if the northern easement area was to be cut or graded (no cutting <br />there). <br />Allison Eklund, 2333 Roselawn, expressed concern about traffic and children. She is concerned about the impact <br />of 60 people driving in the area. Has the plan for MnDOT to close off County Road B been looked at? This project <br />concentrates traffic in one neighborhood. She asked that the City review this with MnDOT (staff to follow up). <br /> <br />Jon Abeler, 2339 Roselawn Ave., expressed concern with traffic and need for a traffic light at Roselawn and <br />Fulham. It is a county responsibility. Traffic counts and prevailing speeds are available. <br /> <br />Mr. Abeler asked if electric lines could be moved or buried along Roselawn Avenue (no). He also stated there is <br />little tax benefit. <br /> <br />Kristine Rogers, 2232 Draper Avenue, asked if the decision could be reviewed from the perspective of, "if you lived <br />in one of the homes". <br /> <br />Cathy Robbins, 1961 Midland Hills Drive, said United staff has been exceptional to work with. The building is <br />extremely large. There is nothing similar in the neighborhood; it is out of scale, and a change from R1 to R3 within <br />100 feet of the existing homes is troubling. <br /> <br />Ron Warness, 1945 Midland Hills Road, supported the concept for the project. The project will benefit both the <br />neighbors and the city. <br /> <br />Larry Demerest, 1955 Lake Street, expressed concern about workers at 5:30 a.m. Worker parking is a concern. <br />(7:00 a.m. is the required start time. A similar issue is at Arona.) <br /> <br />Professor Ed Sucoff, 1974 Midland Hills Drive, explained that trees along the property line will not shield and will <br />not work for at least five years. The existing trees are thin crowned. The proposed conifers will take 5 to 10 years. <br /> <br />John Abler asked what is the next step. What can be done regarding traffic concerns? Chair Mulder explained the <br />hearing process. He explained the assurances that must be met and become a requirement of the approval. <br />Thomas Paschke explained the review process. Mr. Abler also expressed concern with speed of traffic. Member <br />Mulder asked that the MnDOT and County have an answer on the Highway 280 plan (staff to update for Council). <br /> <br />Mike Morrison, President, Midland Hills Country Club, explained the support for the project. <br /> <br />Andre Soupre owns property in the area, asked the process the Planning Commission will use to vote. Chair <br />Mulder explained the process. <br /> <br />Member Traynor asked staff to explain housing needs in the city. Dennis Welsch explained the demographics. <br /> <br />Kristine Rogers commented on school conditions. <br /> <br />Chair Mulder closed the hearing. <br /> <br />Member Peper summarized: the building has been moved 100 feet from property line; the landscaping is <br />individualized; the decorative lighting will be complete; opportunity for young families. <br />
