<br />Member Bakeman stated she has mixed feelings. Midland Hills provides green space to the community, but she is <br />bothered by mass of building. Changes in trees will have an impact. This is a good plan for the site and the value of <br />the project. She asked that additional conditions be attached: <br /> <br />1. Condition #7.2 Parking - must be clarified for all users, but no parking on street unless redesigned <br />2. Comprehensive site lighting plan must be reviewed and approved by staff (See Condition #7.3) <br />3. Mechanical equipment (Condition #7.4) <br />4. Construction hours schedule construction parking to be regulated and part of approvals. <br />Member Traynor added a condition: <br />5. An approved (by staff) landscape plan that meets the satisfaction of the neighbors. <br />Member Bakeman added: <br />6. Drainage tiles and drainage plan as approved by staff. <br />7. Marketing must be to Roseville residents first and through Senior Linkage Program. <br /> <br />Motion: Member Bakeman moved, second by Member Peper, to recommend <br />approval of a COMPREHENSIVE PLAN AMENDMENT from LR, Low Density Residential to MR, Medium <br />Density Residential (town homes) and from Golf Course to HR, High Density Residential (condominium). <br />Ayes: 5 <br />Nays: 1 (Traynor) <br />Motion carried 5-1. <br /> <br />Member Traynor said he has concern about the scale of the condos, but could approve the subdivision. <br /> <br />Motion: Member Bakeman moved, second by Member Stone, to recommend approval of the PRELIMINARY <br />PLAT, creating 6 town home lots, a common lot, and a single condominium lot. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried 6-0. <br /> <br />Motion: Member Stone moved, second by Member Peper, to recommend approval of the REZONING from <br />R-1, Single Family Residence District to Planned Unit Development with an underlying zoning of R-6, <br />Townhouse District, and R-3, General Residence District. <br /> <br />Chair Mulder asked Thomas Paschke how many units could be constructed in an R-1 zone. Thomas Paschke said <br />four units per acre, up to 10-12 total units because of shape of parcels. <br /> <br />Ayes: 5 <br />Nays: 1 (Traynor) <br />Motion carried 5-1. <br /> <br />Motion: Member Stone moved, second by Member Peper, to recommend approval of the GENERAL <br />CONCEPT DEVELOPMENT PLANNED UNIT DEVELOPMENT PLAN, subject to the conditions stipulated in <br />Section 8 of the project report dated October 1, 2003: <br /> <br />a. The design of the two projects must be consistent with the Midland Hills Club House, and be compatible with the <br />general context and human scale of the neighborhood for both architecture design and building materials. The <br />condominium proposal must incorporate hip roofs to lower overall height and other architectural elements to further <br />enhance each structure and reduce the visual mass of the building. A similar exterior architectural treatment must <br />be incorporated into the design of the row town homes. <br /> <br />b. The Public Works Department must complete the review and approve of the grading, drainage, and utility plans <br />proposed with the General Concept and Final Plan submittal. All plans, including the location of fire hydrants and <br />utility services connections, require the approval of the Public Works Department. <br /> <br />c. The surface parking lot for the condominium parcel proposes 13 off-street visitor parking spaces is adequate, <br />provided a proof of parking agreement is approved. <br /> <br />d. All buildings, tree branches and roots, debris, and any soil contamination (subject to MnPCA requirements) must <br />be removed from the site (not burned on the site) prior to the issuance of a building permit. <br /> <br />e. Park dedication is required. Staff recommends for this development cash payment in lieu of land dedication. The <br />payment amounts to $6,000 for the town home site and $30,000 for the condominium site. The park fee is placed in <br />the park dedication and redevelopment fund. The Park and Recreation Commission will review this before final <br />approvals. <br /> <br />f. Construction hours schedule and construction parking to be regulated and part of approvals. <br />
