<br />Motion carried 6-0 <br /> <br />d. Planning File 3523: Request by Wally McCarthy Auto Group, 2325 Prior Avenue, for an amendment to a <br />SPECIAL USE PERMIT (now referred to as a CONDITIONAL USE PERMIT) in accordance with Section <br />1 005.05C17 and Section 1013.01 (Conditional Use Permits) of the Roseville City Code (PF3523). <br /> <br />Chair Mulder opened the hearing and requested City Planning Thomas Paschke to present verbal summary of the <br />staff report dated September 3, 2003. <br /> <br />City Planner Thomas Paschke explained that Wally McCarthy Auto Group (Cadillac/Hummer of Roseville) seek to <br />amend an existing Special Use Permit that would allow the replacement of the roofed, open air vehicle sales area <br />with a 10,043 sq. ft. Hummer dealership; approval of a 4,800 sq. ft. addition to the service structure; and allowance <br />of a Hummer test track in the rear of the site. <br /> <br />There were no comments from the public. <br /> <br />Mr. Paschke advised that based on the information and findings provided in Section 4 and 5 of the project report <br />dated October 1, 2003, the Community Development Staff recommends approval of a CONDITIONAL USE <br />PERMIT to allow the construction of a separate Hummer showroom facility, a service area addition, and a Hummer <br />test track for property located at 2325 Prior Avenue, subject to the following conditions: <br /> <br />a. The Hummer showroom facility being limited to a size of71 feet by 142 feet or 10,043 square feet. <br />b. The service department being limited to a size of 60 feet by 80 feet or 4,800 square feet. <br />c. The Hummer facility being comprised of exposed galvanized metal beams, a metal seamed roof, integral sealed <br />colored rock faced block, clear anodized aluminum door and window frames, and a hammered textured cement <br />foundation, as per the plans submitted on September 4, 2003. <br />d. The service department addition being comprised of integral colored rock faced block that is sealed to match or <br />be similar to the existing exterior. <br />e. Review and approval of the utility, grading, and storm water drainage plan for the site by the Rice Creek <br />Watershed and the Roseville Public Works Department. <br />f. Building permit improvements be made to the existing Cadillac exterior as the same time as the Hummer; <br />issuance for and recording of the resolution approving said Conditional Use Permit. Improvement must include the <br />replacement of the deteriorating wood mansard shingle system with a standing seam metal roof system and the <br />upgrade and/or improvement of existing metal panels and columns. <br />g. The Hummer showroom structure being limited to a maximum height of 38 feet from grade. <br />h. The submittal of a site and building signage plan to the City Planner for review, approval, and incorporation in <br />the final plan set. <br />i. The Hummer test track being a dustless surface; limited to the hours of 9 a.m. to 8 p.m. Monday through Sunday; <br />screening of vehicle headlights from adjacent hotels; and any and all site lighting being down case, cut-off design. <br /> <br />Chair Mulder closed the public hearing. <br /> <br />Chair Mulder asked if painted wall sign "Hummer" would not be permitted. He said three things are happening: <br />display, service and test track. Are they separate or interrelated. He asked about the Interim Use Permit for <br />Oldsmobile storage. What has changed to allow for the test track? <br /> <br />Member Bakeman asked where the test track is located (north property line). <br /> <br />Member Traynor asked about the height of the building - is it too tall? - what is the actual height? (36 feet) <br /> <br />Phillip Walberg, architect for applicant, explained the design details. It will incorporate an image for Hummer, using <br />the same site and with little alteration of the site. There will be a link between the two showrooms. Construction <br />would begin in spring 2004, so a six month period for issuance of the building permits may be needed. <br /> <br />Chair Mulder asked about the Interim Use Permit for Oldsmobile storage (Olds have been moved). <br /> <br />Member Ipsen asked how many Hummers would be stored indoors (4-5). <br /> <br />Member Bakeman asked for building heights (35 feet). <br /> <br />Member Mulder noted that trees were on the boulevard at one time. Thomas Paschke explained that landscaping <br />requirements are complete with more landscaping on Pascal. <br /> <br />Chair Mulder explained concern with materials and test track. A hotel is adjacent to this site. Is the Hummer loud? <br />(Same as on road). <br /> <br />Phillip Wallberg explained the obstacle test track, climbing up a short wall or boulder. <br />
