<br />After review of the application, the Community Development Staff recommends approval of a three year Interim <br />Use Permit in accordance with Section 1 012.09A and B of the Roseville City Code, for property located at 1755 <br />County Road C, subject to the following conditions: <br /> <br />a. The Interim Use Permit is for a maximum of three years, terminating on June 30, 2007, with an annual review by <br />the Community Development Department. <br />b. Hours of operation being limited from 8:00 a.m. to 6:00 p.m. Monday through Friday and 9:00 a.m. to 2:00 p.m. <br />Saturday. <br />c. No front yard vehicle display allowed. All semi-trailer trucks (for sale, lease, or repair) must be located behind the <br />building. <br /> <br />Member Traynor asked if there is a moratorium in the Twin Lakes Area (no). <br /> <br />Member Bakeman asked what the renewal process is. Thomas Paschke explained that 120 days prior to elapse, <br />an applicant provides the City with notice of renewal. A hearing is held by the Planning Commission. Why does <br />staff report state "no renewal beyond three years"? A general discussion ensued. Anthony Trowbridge, applicant, <br />explained that the terms of the lease is the three years and he understood the delicate nature of the renewal <br />process in the area. <br /> <br />Member Ipsen asked if the repair and sales will continue (yes). <br /> <br />There were no comments from the public. Chair Mulder closed the hearing. <br /> <br />Chair Mulder asked how a new owner would find out about the three-year interim use. The owner of the property <br />(Premier Bank) is aware of the proposal. <br /> <br />Member Stone asked why there was a one year administrative review. (standard process) <br /> <br />Original Motion: Member Bakeman moved, seconded by Member Traynor, to recommend approval of a <br />three year Interim Use Permit in accordance with Section 1 012.06A and B of the Roseville City Code for <br />property located at 1755 County Road C (Chesley Truck) subject to the conditions of Section 6 of the <br />project report dated May 5, 2004. <br /> <br />Motion 1 to Amend: Member Mulder moved, seconded by Member Stone, to amend the original motion to <br />incorporate an additional condition that the City notify the owner of the property of this permit and clarify <br />that the owner is supportive of this proposal prior to the Council decision on this project. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Vote on Original Motion, as amended: <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />b. Planning File 3548: Request by Greenhouse Village Properties LLC for a Comprehensive Land Use Plan <br />Amendment, Preliminary Plat and General Concept Planned Unit Development (rezoning) to redevelop <br />Leben's Greenhouse, 1021 Larpenteur Avenue, into a 105 unit senior cooperative and seven town homes. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated May 5, 2004. <br /> <br />Thomas Paschke advised that Greenhouse Village Properties LLC (developer)was seeking approval of a <br />Comprehensive Plan Land Use Map Amendment changing the designation from Business to Medium Density <br />Residential; a Preliminary Plat that takes 2 platted lots and creates one large lot and 7 town home lots with <br />common area; and a General Concept Planned Unit Development for a 105 unit senior cooperative and 7 town <br />home units (2 structures - 3 and 4 units attached); and a Rezoning of the property from B-2, Retail Business <br />District and R-1 , Single Family Residence District to Planned Unit Development with an underlying zoning of R-3, <br />General Residence District and R-6, Townhome District. <br /> <br />The project area consists of Leben's Greenhouse and the adjacent single family home and comprises <br />approximately 5-1/2 acres. The senior cooperative will lie on Lot 1, Greenhouse Village and comprise <br />approximately 194,264 sq. ft or 4.45 acres, while the town homes will lie on Lot 2 Greenhouse Village and <br />comprise approximately 25,794 sq. ft. or .60 acres. <br />
