<br />additional 82 foot by 56 foot temporary classroom facility to be placed east of the existing temporary classroom <br />facility and south of the temporary office and east parking lot. The proposal also seeks to extend the current Interim <br />Use Permit for a period of one year from September 25, 2004 to September 24, 2005. Staff recommended <br />approval with conditions. <br /> <br />Member Bakeman asked if conditions for prior permits on this site are consistent with the proposal. <br /> <br />Chair Mulder asked if sprinklered facilities are required in a temporary facility (no). <br /> <br />Member Bakeman asked what age children will be in the facility and where the restroom facilities will be located. <br />Ann Hennesy, Director of Family Academy, explained that the need for space (over 200 students) relates to library <br />and other space. Hours of operation will be 8:00 a.m. to 2:30 p.m., for 2004/2005. Member Bakeman asked for <br />details of facilities routing to the bathrooms. <br /> <br />Chair Mulder asked if the school will remain for more than one year (not sure). This is the fifth year of operation on <br />the site. At some point, this temporary situation must come to an end. A firm plan will be made for next year and <br />years beyond. <br /> <br />Rose Mossan asked if the Academy would be pre-school to 9th, or include 10th through 12th grades as well. <br /> <br />Stuart Swiff, 1253 Josephine Road, asked how long is "interim" and invited more comment from residents on <br />Josephine Road. Neighbors do not want the interim school in this location for five more years. Josephine is a <br />popular (traffic use) street with over 2,000 cars per day. <br /> <br />Chair Mulder closed the public hearing. <br /> <br />Motion: Member Pust moved, seconded by Member Bakeman, to recommend approval of the request by <br />Family Academy to expand and renew their existing Interim Use Permit at Advent Lutheran Church, 3000 <br />Hamline Avenue, based on the comments in Section 5, the findings in Section 6 and the conditions in <br />Section 7 (as indicated below) of the project report dated July 7, 2004: <br /> <br />a. The interim use permit being limited to a period not to exceed one year (12 months) from September 24,2004 to <br />September 24, 2005. The interim use permit will be periodically reviewed administratively and any issues/concerns <br />brought to the attention of Family Academy and/or the City Council. <br /> <br />b. The Interim Use Permit shall become null and void after 12 months (beginning on September 24, 2004) of <br />operation unless the applicant applies for a future interim use permit 120 days prior to the permit expiration date. <br /> <br />c. The Interim Use Permit is limited to the use as a temporary classroom (2 modular buildings and eight <br />classrooms) facilities and one temporary office by Family Academy. <br /> <br />d. The modular classroom facilities must be removed within 30 days if the use as a temporary classroom is <br />discontinued. <br /> <br />e. A fire alarm system with strobe lights must be provided in each of the six classrooms. <br /> <br />1. The modular classroom building must be skirted and include a ramp for handicapped access. <br /> <br />g. The new temporary modular classroom structure must be painted a similar color of the existing classroom facility <br />and office. <br /> <br />h. All trash and recycling containers shall meet Section 1010.11 C of the Roseville City Code. In the case of this <br />site, trash and recycling must be kept in the east parking lot and screened by a 100% opaque (solid wood) fence <br />and gated. <br /> <br />i. Should 2005 student population exceed 50 new students, a sanitary sewer and water connection must be <br />provided to the "new" modular classroom building. <br /> <br />j. The Interim Use Permit will be null and void 6 months after approval should Family Academy not receive all <br />necessary permits through the Roseville Community Development Department. <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to amend condition "b" of the original <br />motion from120 days to 180 days prior to permit expiration date. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />
