<br />Member Bakeman asked that staff review the previous permits and conditions to determine consistency. <br /> <br />1. Planning File 3583: Request by Real Life church for a Conditional Use Permit to allow the construction of a <br />420 seat worship center, lobby, restrooms and additional parking to their existing facility at 2353 <br />Chatsworth Avenue. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated July 7,2004. <br /> <br />Real Life Church seeks approval to construct an 8,302 sq. ft., 408 seat, worship center addition on to their existing <br />facility (west and south sides) at 2353 Chatsworth Avenue, which improvement also includes a small expansion to <br />the current lobby, additional parking (78 spaces), site grading and drainage, and landscaping. <br /> <br />The proposed worship center structure has a footprint of roughly 6,650 sq. ft. extending on to the west side of the <br />existing church. The proposal also includes a 550 sq. ft. lobby addition and an 800 sq. ft. restroom addition, both on <br />to the south side of the existing church. The worship center includes a 2,050 sq. ft. basement to be used as <br />storage. <br /> <br />The proposed addition will lay a minimum of 52 feet from the north property line; 104 feet from the south property <br />line; and 236 feet from the west property line. These distances exceed the respective 30 foot and 10 foot required <br />setbacks <br /> <br />Additional parking is required and will be accommodated through the installation of a new parking lot. The <br />proposed lot will have two access points on to Grandview avenue and accommodate 90 vehicles. A future parking <br />lot expansion for 18 vehicles would create an additional access on to Lovell Avenue. The proposed parking lot <br />would be constructed to the west of the new worship center to within 21 feet of the west property line; 10 feet to the <br />north property line, and 75 feet from the south property line. <br /> <br />Mr. Paschke explained the structure, heights and materials. <br /> <br />Staff recommended approval with conditions in the project report. <br /> <br />Chair Mulder asked if the parking lot must have curb and gutter. Thomas Paschke explained that the staff works to <br />direct flow to the low areas through curb cuts in new parking lots. The existing parking lot is not being modified. <br /> <br />Member Boerigter asked for details on the parking lot and capacity of the pond. Is it adequate? (designed to meet <br />watershed requirements by civil engineer) <br /> <br />Member Pust asked for details of new basement uses (storage). <br />Len Vollen, Board member of Real Life Church, explained the limitation of existing facilities. <br /> <br />Dennis Batty, the church's architect, explained the site coverage will be 53% or 71 ,000 square feet, with additions <br />of 18 spaces to 59% coverage. There are 61 mature trees, 20 will be removed. The NURP pond has been sized to <br />accept the site drainage as per watershed. The pond will restrict the flow from the site. He described the landscape <br />plans. Lighting for the site will be shoe-box, downcast cut off design. The existing wall lighting will be partially <br />removed. He requested a height of not more than 35 feet to allow changes to the worship center. <br /> <br />Chair Mulder asked if the south central parking (18 spaces) would be built in the future (yes). Thomas Paschke <br />suggested a "proof of parking" condition. <br /> <br />Member Bakeman asked if trees would remain until the south central parking lot is not built (yes). <br /> <br />Chair Mulder asked if services include a school (no). Mr. Batty said all traffic is off peak in evening and Sunday. <br />There are 126 parking spaces. <br /> <br />Rose Montsans, Grandview Avenue resident, asked if lights will be on timers to reduce late night lighting (not a <br />Code requirement, but as CUP requirement or simply by applicant). She was concerned about parking space <br />expansion. Parking on the street on a Sunday is not a big issue for her. <br /> <br />Tim Conti, Grandview Avenue resident, encouraged the Church to save trees along the southwest corner near the <br />pond. If no additional traffic, why is the paved parking space needed? <br /> <br />There were no further comments; Chair Mulder closed the hearing. Member Traynor expressed surprise with the <br />parking lot size. Thomas Paschke explained the code requirements and why the Church does have growth <br />potential. In three years there could be 100 new members and 45 new cars. Adding parking later is more costly. A <br />church is a multi-purpose facility. Future additional parking should be an administrative decision. <br />
