<br />Thomas Paschke explained the tree relocation issue. The coniferous trees will need to be cut as they cannot be <br />transplanted. The City Code does not have tree preservation requirements. <br /> <br />Member Boerigter expressed support for the reasonable use and parking on the site. He also supported the 35 foot <br />height limit. <br /> <br />Member Bakeman said the south parking lot is a concern, especially because of the stand of trees that could be <br />taken down. Since the Church does not need this lot presently, why construct it or give approval to install it now. <br />Member Traynor agreed with Member Bakeman and expressed concern for the amount of impervious surface. <br /> <br />Thomas Paschke noted that the trees can be cut at any time. There is no preservation requirement in the Code. <br /> <br />Chair Mulder expressed concern with impervious surface on the site (less pavement is better). Thomas Paschke <br />explained the proof of parking agreement process. <br /> <br />Chair Mulder closed the hearing. <br /> <br />Motion: Member Bakeman moved, seconded by Member Pust to recommend approval of a Conditional Use <br />Permit based on the findings of Section 5 and conditions of Section 6 of the project report dated July 7, <br />2004, as follows: <br /> <br />7.1 The site being developed with setbacks as per the site plans in the applications dated June 21, 2004. <br /> <br />7.2 The worship center, lobby expansion and new restroom footprint being limited to 8,302 square feet. The <br />basement must be used for storage. <br /> <br />7.3 The traffic plan being reviewed\revised as per the City's traffic consultants (SEH) recommendations. <br /> <br />7.4 New signage being reviewed separately and issued proper sign permits. <br /> <br />7.5 The worship center, lobby expansion, and new restroom addition being comprised of brick, integral colored rock <br />faced block, metal trim, and metal or aluminum window and door frames that blend/complement the existing <br />building, or concrete pre-cast panels, architecturally designed to blend/compliment the existing building. <br /> <br />7.6 The sewer and water utilities, grading, sidewalks, paving and driveway access, and storm water drainage plans <br />for the site being reviewed and approved by the Grass Lake Water Management Organization and the Roseville <br />Public Works Department. <br /> <br />7.7 The worship center being limited to a maximum height of 35 feet from grade. <br /> <br />7.8 The landscape plan, screening plan for the parking lot from residences, and parking lot lighting plan, meeting <br />City Code Section 1010, and prepared by a registered landscape architect, being reviewed and approved by the <br />city landscape architect. <br /> <br />7.9 All HVAC, power generation, and trash storage equipment being screened to meet the requirements of City <br />Code Section 1010. <br /> <br />Additional/amended conditions: <br /> <br />7.10 Condition #7 should be amended to read: The worship center being limited to a maximum height of 35 feet <br />from grade. <br /> <br />7.11 There shall be no paving or parking on the south side parking area (18 spaces) of the Church site. <br /> <br />Ayes: 5 <br />Nays: 1 <br />Motion carried 5-1. <br /> <br />g.
