<br />Andrew Ram, 1214 Roselawn, lives across from Roseville Lutheran parking lot, opposes this use in residential <br />area. The bus traffic is loud and smelly. Why take residential property and convert to commercial uses? Why is this <br />adjacent to Bruce Russell Park? Where would park users park? <br /> <br />Member Ipsen asked what other commercial sites in Roseville might occur? Thomas Paschke said there may be <br />some week-end office parking lots. It is a question of reasonableness. <br /> <br />Member Traynor said he would support the Centennial Methodist site because of routes, adjacent to Snelling and <br />C-2. He did not support Roseville Lutheran site because of proximity to park and potential late night activity at the <br />Park. <br /> <br />Vice Chair Mulder closed the hearing. <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to recommend approval of the requested <br />Interim Use Permit amendment to include Centennial United Methodist Church, 1524 County Road C-2 as a <br />park and ride site for the Minnesota State Fair, based on the findings of Section 5 and conditions of <br />Section 6 of the project report dated May 7,2003, and further that Mr. Anderson (State Fair) is to review the <br />site to determine whether busses can move through the site on the church driveway. <br /> <br />Ayes: 4 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to continue the Roseville Lutheran <br />Church site until the June 4 meeting to allow the time for a neighborhood meeting. Information, Reports & Other Business (Verbal Reports): <br />a. Planning File 3471: Request by United Properties for a Sketch Plan Review for a Planned Unit Development <br />for proposed 42 residential units on property generally located at 2001 Fulham Street (a portion of Midland <br />Hills Country Club). <br /> <br />Dennis Welsch provided a summary of the Sketch Plan from a staff report dated May 7,2003. <br /> <br />Brian Carey, United Properties, explained the Sketch Plan architecture using Tudor architecture similar to the Club <br />House. The Site plan is intended to be sensitive to the neighborhood and ponding, with new ponding and <br />landscaping. This project will be marketed to Roseville residents and/or Country Club members. Brian Carey <br />explained the parking (underground). He noted that the six acres is part of the 165 acres owned by the Country <br />Club. <br /> <br />Vice Chair Mulder asked what the east side setback would be (45'). What is the home setback adjacent to this site? <br />A general discussion ensued. <br /> <br />Member Traynor asked if there are other examples of housing development on older golf courses within the Twin <br />Cities area. Brian Carey noted that the market has already shown strong interest and will be very successful. <br /> <br />Member Traynor asked how United will actively market from Roseville residents. (Roseville brokers, Roseville <br />newsletter and Club members). <br /> <br />Brain Carey explained the neighborhood meeting. The feedback was split: 1) an area of water along the east <br />property line which could be pushed into the neighboring houses and lots. The wetland delineates a low grade (#4 <br />or #5) seasonally flooded wetland. The water comes from the Country Club parking lot. The developer may <br />relocate the wetland and landscape the site, or leave it in place and improve it as a water retention area. A water <br />retention pond could also be created to intercept water from the parking lot. The water table is 21 feet below the <br />surface. Surface water is a failed wetland in a perched area. <br /> <br />Member Bakeman asked if the townhomes will be substantially taller than the housing units along both sides of the <br />project, but especially to the wet where the homes are much higher on a slope. <br /> <br />Richard Snyder, 2269 Roselawn, said the structure will be three stories and he will be concerned about it and <br />rezoning from R-1. He is concerned about the wetland and flooding in the area, including the Fulton/Roselawn <br />intersection. The southeast corner of the site is a low, wet area - where will the water go if redevelopment occurs? <br />It cannot drain eastward. <br />
