5.Leaf Program –

Schwartz, Gaillard & Zweber gave an overhead presentation of the City’s
leaf program, detailing the benefits, schedule, staffing, and problems.
Scheduling information is listed on the City’s website. Total program
costs have fluctuated over the past four years. The main cause for the
fluctuation is weather conditions. The crews are also cleaning gutters and
catch basins as they go along, which is included in the overall cost. It was
asked how this program compares to other cities. Schwartz said there are
not many cities that have a program comparable to ours. Willenbring
suggested that an article be put in the Roseville Wrap about residents
keeping their own gutters clean. It was pointed out that there was an
article expressing this in the latest edition. Willenbring suggested that the
charge for pickup be based on the amount of leaves picked up rather than a
flat $10 charge. Zweber wondered how you could measure the amount of
each pickup. Two members of the Recycling Committee were present and
gave input of how they supported the leaf program. There was discussion
of how it may be better to just pick up leaves throughout the whole city
instead of just part of it, which would be a greater benefit overall.

Member Willenbring moved to hold a public hearing at the December
meeting on the leaf program after receipt of the 2002 costs. Member
Anderson seconded.

Ayes: 5
Nays: 0
Motion carried

6.Solid Waste/Recycling Report

Tim Pratt gave an overview of the Solid Waste/Recycling Committee’s
function and their report from May, 2002. The previous study had been
done in 1991. Parts of the report that dealt directly with Public Works
were discussed:
?

Leaf Pickup
?

Brush Service
?

Cleanup Day
?

Garbage collection/traffic issue

Council has asked for a recommendation on the report. Wilke stated that
since the Recycling Committee has been working on this for 10 months,
any effort by the PW Committee would be duplication and a waste of
time. Anderson suggested that the Council now probably wants a clear
direction to move in, whereas the report was an overview of options
available with recommendations on only some topics. Schwartz said a
decision should be made by November on the recycling issue since the
current contract expires at the end of the year.
