Leaf Program . <br /> <br />Schwartz, Gaillard & Zweber gave an overhcad presentation of the City's <br />leaf program, detailing the benefits, schedule, staffing, and problems. <br />Scheduling information is listed on the City's website. Total program <br />costs have fluctuated over the past four years. The main cause for the <br />fluctuation is weather conditions. The crews are also cleaning gutters and <br />catch basins as they go along, which is included in the overall cost. It was <br />asked how this program compares to other cities. Schwartz said there are <br />not many cities that have a program comparable to ours. Willenbring <br />suggested that an article be put in the Roseville Wrap about residents <br />keeping their own gutters clean. It was pointed out that there was an <br />article expressing this in the latest edition. Willenbring suggested that the <br />charge for pickup be based on the amount ofleaves picked up rather than a <br />flat $10 charge. Zweber wondered how you could measure the amount of <br />each pickup. Two members of the Recycling Committee were present and <br />gave input of how they supported the leaf program. There was discussion <br />of how it may be better to just pick up leaves throughout the whole city <br />instead of just part of it, which would be a greater benefit overall. <br /> <br />Member Willenbring moved to hold a public hearing at the December <br />meeting on the leaf program after receipt of the 2002 costs. Solid Waste/Recycling RepOli <br /> <br />Tim Pratt gave an overview of the Solid Waste/Recycling Committee's <br />function and their report from May, 2002. The previous study had been <br />done in 1991. Parts of the report that dealt directly with Public Warks <br />were discussed: <br />. Leaf Pickup <br />. Brush Service <br />. Cleanup Day <br />. Garbage collection/traffic issue <br /> <br />Council has asked for a recommendation on the report. Wilke stated that <br />since the Recycling Committee has been working on this for 10 months, <br />any effort by the PW Committee would be duplication and a waste of <br />time. Anderson suggested that the Council now probably wants a clear <br />direction to move in, whereas the report was an overview of options <br />available with no recommendations. Schwartz said a decision should be <br />made by November on the recycling issue since the current contract <br />expires at the end of the year. <br />
