<br />b) The City will designate two demographically representative <br />areas of at least 100 households; one of which will serve as <br />the pilot area and the second and the control area. <br /> <br />b) The Contractor will collect and maintain records of <br />participation and tonnages collected under the City wide <br />recycling program in the pilot area and a designated control <br />area during a six-month period before single-stream <br />collection begins and share all information with the City. <br /> <br />c) The Contractor will collect and maintain records of <br />participation and tonnages collected in the pilot area and a <br />designated control area during the period of single-stream <br />collection and share all information with the City. <br /> <br />d) Contractor will work with City on a survey ofresidents in <br />both the pilot and control areas. City will pay for all costs <br />associated with conducting the survey. <br /> <br />e) Contractor will use a designated single-stream recycling <br />processing facility and collect and maintain records of out- <br />throw and residual rates for the pilot and control areas during <br />the 12-month study period and share all information with the <br />City. <br /> <br />f) Contractor agrees to work with the City if it decides to <br />incorporate other features into the pilot program, and, by <br />mutual written agreement, will be reasonably compensated <br />for any additional services provided. <br /> <br />22. Penalties <br /> <br />a) Missed Collection <br /> <br />$25.00 for each missed collection above three misses per <br />collection day, to be assessed at the end of each collection <br />month. A missed collection would be defined as a report by a <br />resident that their material was out by 7:00 a.m. and the <br />address did not appear on the Contractor's conveyance sheet <br />as a "Late Set Out" and the recyclables were properly sorted. <br /> <br />b) Throwing or Dropping Containers <br /> <br />$50.00 for each witnessed report of a driver throwing rather <br /> <br />18 <br />
