<br />RUG. 12,2003 2:36PM <br /> <br />NO, 576 <br /> <br />P.3/8 <br /> <br />Policy No. 5.080 <br />Page 2 <br /> <br />Theme Area A specific area within the City designated <br />by the City Council to receive special street <br />ligl1ting with consistent design feames. <br />These design feattu:es may include a specific <br />streetlight pole and/or lnminoire, or a <br />specific amenity (bm:meJ;', medallion, etc.). <br />Neighborhood or Commercial Representative A non-staff advocate of a given street <br />lighting project charged with disseminating <br />information and garnering support within a <br />neighborhood or commercial area. <br /> <br />ill, POLICY <br /> <br />The City shall adopt and utilize the following standard policy for the installation, <br />maintenance and fundiJlg of street lighting. A number of variables must be considered in <br />determining the street lighting policy for specific areas/roadways within the community. <br />Street lighting in all residential and commercial areas shall follow the <br />residentiallcommeJ;'cial requirements detailed below. Additional requiren1ents for street <br />lighting within Theme Areas and along Major Roadways are also detailed below. <br /> <br />Street Lighting Categories <br />A. Residential/Commercial Street Lighting <br /> <br />1. Street lighting shall be installed in all new residential subdivisions and <br />, commercial areas. The developer bears the responsibility for the <br />inBtallation costs. <br />2. For new residential subdivisions and commercial areas, the developer shall <br />pay the 0 & M costs to the electric utility company until the City accepts <br />the street lighting system. The City will accept a system, i.e. take over the <br />o & M costs and duties, when the lots in the subdivision/commercial area <br />are substantially developed or sold. <br />3. Annual streetlight 0 & M and fume replacement costs will be funded <br />through the Streetlight Utility. Standard Streetlight Utility fees will be <br />developed for all properties within the City served by continuous street <br />lighting considering a basic level of service streetlight type/design. <br />Residential utility fees will be developed on a unit basis while commercial <br />utility fees will be developed on a front footage basis. Premium fees will <br />be established for streetlight types/designs considered to be above the <br />basic level of service. <br />
