Purpose and Need for Policy <br />The installation of streetlights provides a safer environment for the community in regard <br />to traffic and pedestrian safety. Due to limited funds and varying viewpoints of <br />individual property owners, as to the desirability of such installations, the City has <br />established this policy to define its street lighting program. <br /> <br />II. Policy Statement <br />The City shall adopt and utilize the following standard policy for the installation, <br />maintenance, and funding of street lighting. It is important to establish a consistent, <br />equitable approach, relating to the method of selecting the locations for streetlights, to <br />insure fair and reasonable treatment for property owners. Street lighting in all areas of <br />the City shall follow the requirements detailed below. <br /> <br />III. Conditions <br />. Standard residential and commercial streetlight types will be adopted by the City <br />Council. All new street lighting must be consistent with the adopted City standards. <br />. Pedestrian level lighting may be considered in areas where there is a sidewalk or <br />pathway. <br />. Variations to the City standard street light types will be allowed only by City Council <br />action. Extra costs associated with variations to the City standard, both installation <br />and 0& M, will be the responsibility of the benefiting properties. <br />. All street lighting designs shall consider industry standards, safety, uniformity, <br />lighting intensity and cost. <br />. Installation of any telecommunications devices on streetlights shall be subject lo the <br />review and approval of the City Council. <br />. Qualifying requests for streetlights may be scheduled for installation in a subsequent <br />year if the City Council determines sufficient funds are not available in the current <br />City budget. <br />. On proiects where pedestrian level lighting is desired. a minimum lumen level of XX <br />foot-candles will be used to determine the design. <br /> <br />IV. Standard Street Lil!hts <br />In order to develop a rational approach to streetlight installation. the City Council in <br />1957, established a policy to a maximum of 100 lights per year that may be installed <br />streetlights at no assessment to ensure that the lights would be installed where most <br />
