<br />APPENDIX "Au <br />CONDUCT OF A PUBLIC MEETING <br /> <br />1. Chair formally calls puhlic meeting to order promptly and states the purpose of the meeting. <br />(Generally these meetings are called for 6:30 p.m.). Chair explains that the Planning Commission is <br />composed of seven citizen members appointed by the City Council. The Commission's role to advise <br />the City Council on land use items such as amendments to the city comprehensive plan, rezoning <br />requests, conditional use permits, variance requests and subdivisions. The Commission is responsible <br />for holding nearly all land use public hearings. <br /> <br />2. The purpose of a public hearing is to provide for public comment that will provide a better <br />understanding of the request before the Commission makes its recommendation. For each hearing <br />before the Planning Commission, the city planner and staff provide a written notice as required by state <br />statute, at least 13 days in advance of hearing, to people within 350 feet of the project site. <br /> <br />3. Sign in: At Commission meetings, if a large number of speakers is anticipated, all those <br />persons interested in making a statement are requested to sign in on the meeting's speaker roster. <br /> <br />4. Staff presentation: Chair will then ask for the Staff presentation on proposed project and staff <br />recommendations. <br /> <br />5. Questions of Staff: Chair asks for clarification questions on the Staff presentation from Planning <br />Commission members. <br /> <br />6. Applicant Presentation: Chair the calls on the applicant first; then those persons with questions for the <br />record, and finally those persons with comments for the record. <br /> <br />7. Questions from the Commission or audience concerning a particular statement should be addressed to <br />the Chair. <br /> <br />8. Other Comments: Chair asks for any other statements or remarks from Commission, Staff, or audience <br />before closing the hearing. Chair then summarizes issues expressed at hearing. <br /> <br />9. Chair closes hearing or requests a motion to the continue hearing for further testimony at a later date. <br />A motion to continue must be to a specific date, and the motion is not debatable. Chair thanks those who <br />have participated. <br /> <br />10. Planning Commission Decision: the Chair explains that Planning Commission members will deliberate <br />and make a decision on the issue at this time or at a specific future date. <br /> <br />1]. A motion or resolution, which includes the findings/reasoning of the decision makers, may be offered <br />at that time by a member. A motion to continue should be to a specific date, and the motion is not <br />debatable. The Chair restates or asks the clerk to restate the motion prior to voting on the motion. <br /> <br />12. Next Steps: Chair asks Planning/Zoning Staff to explain next steps or important dates in process. <br /> <br />7 <br />
